Competition, two (2) Phase I MTTR contracts were awarded in NOV 96, one
(1) contract to AM General Corp. and one (1) contract to Oshkosh Truck
Corp. In Phase I, each contractor fabricated five (5) USMC vehicles
and five (5) US Army vehicles which are being tested by the Government.
Consistant with the acquisition strategy identifed during the Phase I
competition and in accordance with the approved J&A for limitation of
competition in Phase II to the successful Phase I contractors, the
Government intends to award a single contract for Phase II with
competition restricted to the two Phase I contractors. The Phase II
contractor shall be responsible for production of approximately 5,700
each (with option for 2,300 each) USMC (including possible Navy)
configured vehicles and approximately 1,200 each (with option for 1,800
each) US Army configured vehicles. In addition to the Phase II
production requirements, the RFP will request a contractor logistics
support (including spare parts support) plan for the USMC MTVR. The
purpose of this notice is to publicize the following: A. A draft
request for proposal (DRFP) will be released for comment on
approximately 20 APR 98 with an estimated closing date of 20 MAY 98. B.
The formal request for proposal (RFP) will be released on approximately
19 JUN 98 with a closing date of 5 AUG 98. Note: This notice should be
considered the synopsis for both the DRFP and the RFP. Suggest that
small business firms and/or vendors interested in subcontracting
opportunities contact the two Phase I contractors directly, AM General
(South Bend, IN) and Oshkosh Truck (Oshkosh, WI). For information on

the language of Note 22, the Government intends to solicit and
negotiate with only the two (2) above identified Phase I contractors.
