S -- WINDOW WASHING SOL 541-150-98 DUE 041598 POC Jeanelle Wright, (440) 838-6091 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This notice shall constitute the only solicitation and a written solicitation will not be issued. This Request For Quotations is to furnish all labor, supervison, transportation, supplies and equipment necessary for accomplishment of window washing services for the Brecksville Unit and the Wade Park Unit. Quotations shall include a fee for cleaning of window frames, sill and sashes and replacement of component elements of window units damaged during the window washing contractual service. There are approximately 5000 windows total. Most buildings at the Brecksville Unit have screens. Contractor is responsible for removing screens prior to cleaning and securely fastening after the window is cleaned. Most windows are hinged at the top and do not have to be totally removed in order to wash the windows.Other buildings atBrecksville are equipped with interior security screens. Contractor will be responsible for opening security screens immediately prior to cleaning and for immediate closing and locking after window is washed. Windows will be left completely clean and free of streaks, spots, dirt or any other foreign substances. Contractor is also required to clean areas between screens and windows to include removal of any dirt, cobwebs, dead insects or other foreign substances. Both sides of each window must be washed on the same day. In areas with safety bars, the contractor will remove safety bar, clean window and replace the bar before moving to the next window. Any glass or screens broken by the contractor shall be replaced to the satisfaction of the Chief, Environmental Management Service or his designee within 24 hours. Windows above the first floor level are equipped with safety belt hooks. Contractor will submit along with his quote, an approved safety belt or harness sling chair which will be utilized for this service. Quotes submitted without the approved sling chair or safety belt submittal will not be considered. Hours of operation shall be 8:00 a.m.-4:30 p.m., Monday -Friday, excluding Federal Holidays. After award, the contractor shall provide an anticipated schedule daily of which buildings will be completed for coordination purposes. The contractor shall report to Environmental Management Services daily, sign in and pick up badges. At the end of the day contractor shall turn in badge and sign out. Windows at the Wade Park division do not have screens and are permanently sealed. Exterior windows above the first floor shall be cleaned using a harness sling chair or it's equalin strict accordance with safety requirements. Mot of the 366 spandose window in the new surgical addition are decorative and only require cleaning on the exterior side. Where functional windows exist in the surgical addition, both sides must be cleaned. Some windows at gov't owned quarters have storm windows attached. Storm windows must be removed and cleaned along with frame windows. Period of performance shall be from FY98- (April, May, June, July) FY99 (April, May, June, July) FY2000 (April, May, June, July). Quotations shall list pricing for all of the above fiscal years. One (1) cleaning shall be done during the month of June with a alternate month of either May, June or July. Quotes shall be evaluated on (1) Previous window washing experience; (2) Experience in Government Contracting; (3) Price. The following provisions apply to this solicitation and may be requested in writing to the Contract Specialist listed above. Provsions are 52.212-1, Instructions to Offerors-Commercial; 52-212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certifications; 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions required to implement Statutes or Executive Orders.
