Blake Hendrick 509-826-3073 Professional land survey services are
required for the Okanogan, Wenatchee and Colville National Forests
concerning property and wilderness boundaries. Services will be awarded
on an indefinite delivery, indefinite quantity type contract with a
contract period from June, 1998 through September, 2000. Project work
may involve cadastral survey, wilderness boundary survey, or
preliminary route survey for low volume Forest roads. Each task order
may contain requirements for records research, control survey, section
subdivision, corner search, corner monumentation, marking & posting of
property line or wilderness boundary, maintenance of posted property
line, maintenance of property corners, records & reports, and
preliminary route surveys. Amount of work is estimated at 170
kilometers (105 miles) total, and therefore, multiple awards are
contemplated to meet this volume of work. The evaluation criteria for
this project (in descending order of importance) include: (1)
Professional qualifications necessary for satisfactory performance of
the required services. (2) Specialized experience and technical
competence in the type of work required including, where appropriate,
experience in energy conservation, pollution prevention, waste
reduction, and the use of recovered materials. Include the name and
registration number of the professional land surveyor proposed to be in
charge of the project and show the percentage of time that surveyor
will spend on each phase of the project. (3) Capacity to accomplish the
work in the required time, including consideration to volume of work
and nature of present workload as it relates to ability to perform the
work required. In addition, a firm's ability to assign clearly
sufficient, highly skilled personnel to accomplish the work within the
specified time or for task orders with accelerated schedules on short
notice will be evaluated. (4) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules. (5)
Location in the general geographical area of the project and knowledge
of the locality of the project provided that application of this
criterion leaves an appropriate number of qualified firms, given the
nature and size of the project. Interested firms shall submit Standard
Form 254, Architect-Engineer and Related Services Questionnaire, to
provide information concerning the firm's general qualifications; and
Standard Form 255, Architect-Engineer and Related Services
Questionnaire for specific Project, to provide more detailed
information concerning qualifications specific to this project. Submit
all forms to the Contracting Officer, Okanogan National Forest, 1240
South Second Avenue, Okanogan, WA 98840. Responses are due 4:30 P.M..
local time, April 30, 1998. Envelopes containing SF-254 and SF-255
submittals in response to this ad should place the following in the
lower left hand corner of the envelope: R6-8-98-11, Eastern Washington
