be released 10 Apr 1998 for industry review and comment. IAS-1
requirements consist primarily of COTS hardware and software, network
integration, technical support services with pricing for equipment on
a purchase and lease (straight and LWOP) basis and with services priced
hourly, daily, weekly, monthly, and yearly. Required operating systems
are Windows NT, Microsoft 95 or equivalent, and UNIX (see CBD Note
22). Included as part of the requirement is global certification of
technical compliance by prospective contractors. CAC-W and PM-SCP will
be conducting an IAS-1 vendor conference 14 Apr 1998 at American Multi
Cinema, Skyline Mall, 5141 Leesburg Pike, Falls Church, VA to present
their planned acquisition strategy and specifications. In addition to
the conference activities, vendors are highly encouraged to visit the
technology Integration Center (TIC) at Ft. Huachuca, AZ, on an
appointment basis, to be briefed on testing procedures. Vendors will
also be giventhe opportunity to use TIC facilities to test their
planned IAS-1 equipment solution during their visit. CAC-W will conduct
a lottery to schedule dates for visitation to the TIC. Interested
vendors who do not attend the conference and wish to schedule a visit
to the TIC shall contact the CAC-W points of contact listed above. The
TIC will be available for visitation from 20 Apr 1998 thru 30 Jun
1998. It is requested that comments/questions be submitted as they
arise rather than waiting until all comments have been drafted. No
draft RFP is anticipated. A final RFP will be released on or about 6
Jul 1998. Currently, the Government intends to solicit proposals on a
full and open competitive basis from qualified organizations to award
a 5 year (1 base year and 4 option years) firm-fixed-price, ID/IQ
contract. Award will be based on a best value, trade-off process
