This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) F40650-98-Q-0011 incorporates provisions and clauses in effect through Federal Acquisition Circular 90-46 and Defense Acquisition Circular 91-11. The Standard Industrial Classification Code for this procurement is 3829 with a small business size standard of 500 employees. Clin 0001; 1 (one) each; Hydraulic Dynamometer, shaft-driven, 600 hp @ 7500 rpm, 600 ft-lb maximum torque, AS 524 housing flange and male shaft spline for gearbox interface, AS 519 housing flange and female shaft spline for air starter interface, integral torque measuring load cell and mounts, 18 inch maximum diameter, Kahn model no. 101-150-002. This dynamometer was selected to match dynamometers previously purchased for the power extraction systems for the F119 engine program at C1 and J2 Test Cells to provide interchangeability and spare parts commonality. The vendor should reference Kahn job number 1605 and Kahn drawing number D101-150-112 for the previous purchase. CLIN 0002; 1 (one) each; Spare Parts Kit, One Full Set of replacements for seals, gaskets, and bearings for the hydraulic dynamometer, Kahn model no. 101-150-002, specified in clin 0001. CLIN 0003; 1 (one) each; Manuals and Drawings, one full set of operating, maintenance and repair manuals along with assembly drawings for the hydraulic dynamometer, Kahn model no. 101-150-002, specified in clin 0001. Delivery shall be FOB Destination to Arnold Engineering Development Center and is required no later than 30 days after notice of award of purchase order. The following clauses/provisions to be included in subject solicitation and any award made thereof: FAR 52.212-1, Instructions to Offerors -- Commercial Items (JUN 1997); FAR 52.212-2, Evaluation -- Commercial Items (OCT 1995) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement and price. Technical capability is more important than cost. Delete paragraph (b). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the succesful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (JAN 1997) with its quotation. However, all interested sources may identify their interest but must provide proof of capability to provide an acceptable product by submitting technical capabilities, description of equipment, make and model numbers of equipment and pricing data. Only responses containing this data will be considered for the purpose of determining whether to conduct a competitive procurement. Award will not be made on the basis of responses received to this synopsis. If no favorable responses are received by close of business 15 days from the date this notice appears in the CBD, a purchase order will be negotiated with the above named source.
