IS A MODIFICATION TO A PREVIOUS NOTICE DATED 120297. PLEASE NOTE
CHANGES. This solicitation is for one (1) 151.2 Ton Portal Crane to be
delivered to Norfolk Naval Shipyard in Portsmouth, VA; and from one
(1) to twenty (20) 60-Ton Portal Cranes to be delivered to various
naval activities including Pearl Harbor, Portsmouth, Puget Sound and
Norfolk Naval Shipyards. The cranes shall be self-powered portal type
with a rotating machinery house and luffing boom. The 151.2 ton crane
shall have a main hoist capable of lifting 151.2 tons at an 80 foot
radius, and an auxiliary hoist capable of lifting 30 tons at a 140 foot
radius. The 151.2 ton crane shall be delivered in one piece onto 18
foot gauge track. The portal base for the 151.2 ton crane shall be
capable of being converted between 18 foot and 40 foot track gauge. The
60 ton cranes shall have a main hoist capable of lifting 60 tons at a
90 foot radius, and a whip hoist capable of lifting 15 tons at a 126
foot radius. The 60 ton cranes shall be delivered in one piece. The
portal base for the 60 ton cranes shall be designed for use with
various gauges of track between 18 feet and 40 feet. The Request For
Proposal is expected to be issued in May 1998. The solicitation will be
issued on a disk in MICROSOFT OFFICE 97 (WORD AND EXCEL) Format. The
solicitation will result in an indefinite delivery/indefinite quantity
contract, which will remain in effect for 10 years after the date of
award. A Pre-Proposal Conference will be held at the Navy Crane Center
15 days after initial issuance of the solicitation. This acquisition
is Not Set-Aside for Small Business. All applicable Buy American and
American Flag Shipping Clauses in FAR and DFAR will be utilized in the
procurement. Cost and Technical Proposals are being solicited. The
following evaluation factors will be considered for subject Request For
Proposal: 1)Price/Cost; 2)Technical, consisting of (a)Technical
Approach, (b)Management Plan and (c)Corporate Experience. Telephone
