Schafer, Contract Specialist, (760)939-4292 The Naval Air Warfare
Center Weapons Division, China Lake, CA is issuing a solicitation for
a five year, Cost Plus Award Fee contract. The period of performance
includes a two year base period, three one-year option periods, with
provisions for a phase-in and phase-out period. It is anticipated that
the base period of performance will commence in November 1999. The
solicitation will be issued as part of an OMB A-76 cost comparison
study. The requirement is for the operation and maintenance of test and
evaluation systems, associated test and evaluation support systems and
subsystems, equipment, and test sites to perform propulsion, warhead,
environmental, safety, non-destructive, plume measurement, aeroheat,
and gun projectile ordnance test operations at the Ordnance Operations
Division. Based upon the results of the cost comparison, the
Government may elect to award a contract or to retain the function
in-house. In the event the function is contracted out, the successful
offeror must possess the ability to obtain a TOP SECRET clearance. The
Government will provide use of facilities and special equipment. A
Site Visit is scheduled for May 15, 1998, from 09:00 a.m. to 02:00 p.m.
at China Lake, CA. Buses will depart promptly at 09:00 a.m. from the
Public Works Compound, corner of Bullard Rd. and Bowen Ave. A request
to attend the Site Visit must be submitted by May 11, 1998, by FAX to
Marge Schafer, Code 220000D, (760) 939-8186 or by E-Mail to
mschafer@ban.chinalake.navy.mil. The request must include the
following: attendee's name, company name and address, telephone number
and the attendee's social security number. Please bring a sack lunch
as there are no dining facilities available on the tour. All copies of
the solicitation will be furnished electronically through the Naval
Air Warfare Center Weapons Division, 2.0 Contracts Competency Home

Regarding availability of specifications, plans drawings or other
technical data, it is impracticable to distribute all of the technical

at 515 Blandy, China Lake, CA or contact the Point of Contact cited
above. All responsible sources which submit a proposal shall be
considered. Solicitation will be issued on or about 16 April 1998 and
