STATION POTABLE WATER DISTRIBUTION SYSTEM AND THE BACKFLOW PREVENTER

A/E services are required for performance of an hydraulic test on the
air station water distribution system and the backflow preventer
design at NAS JRB, Willow Grove, PA. This project will test water
distribution system to ensure the backflow preventers will not
interfere with fire protection requirements. The design will generate
plans and specs for the installation of backflow preventers that are
required by the State drinking water regulations. These services shall
include development of plans and specifications and cost estimates
suitable for bidding and construction. This project will be
accomplished under a firm fixed price contract. The firm selected for
this small purchase A/E must have civil engineering capabilities with
associated drafting requirement, cost estimator and spec writer and
must be familiar with the preparation of specs and cost estimates
utilizing NAVFAC SPECSINTACT program. The construction cost range is
between $100,000.00 and $250,000.00. Firms will be evaluated on thw
following: Criteria is in descending order of importance.
1.Professional qualifications necessary for satisfactory performance of
required services. 2.Specialized experience and technical competence in
the type of work required, including, where appropriate, experience in
engery conservation, pollution prevention, waste reductions, and the
use of recovered materials. 3. Capacity to accomplish the work in the
required time. 4. Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules. 5. Location in the
general geographical area of the project and knowledge of the locality
of the project; provided, that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project. 6. Quality Control Program. 7. Familiarity with NAVFAC NORDIV
A/E Guide and NAVFAC SPECSINTACT. It is estimated the contract will be
awarded in May 1998 and completion by July, 1998. A/E firms which meet
the requirements are invited to submit a completed SF254. All
information relating to the firms qualifications must be contained in
the SF254. This solicitation is set-aside for emerging small business.
Firms responding to this NLT 4:30 pm on 30 April 1998 will be
