award a sole source order for commercial items prepared in accordance
with the format in Federal Acquisition regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the Government's requirement. This
requirement is being issued under Request for Quotation (RFQ) #80087.
This order will be issued under the Simplified Acquisition Procedures
(SAP) under the test program (FAR 13.6). This is a 100% set aside for
small business. The Standard Industrial Classification Code is 8299 and
the business size standard is $5,000,000.00. This will be an all or
none firm- fixed price contract with a base year and a one- year
option. The government intends to solicit and negotiate on a sole
source basis with Anacapa Sciences, Inc., 301 East Carrillo Street,
Santa Barbara, CA 93101. The Federal Bureau of Investigation (FBI) is
in need of analytical training curriculum that will facilitate the
support of ongoing investigations. This curriculum shall include
beginning, intermediate and advanced levels as well as any computer
related methods of the analytical process. Vendor Requirements --
vendors shall provide instruction as follows: a) Telephone Analysis --
to examine telephone calls made to determine a pattern of calls to
include possible linkages to persons, organizations, b) Event Analysis
-- to examine event activity to determine a pattern to include
possible linkages to person organizations, c) Financial Analysis -- to
examine the flow/movement of currency/items to determine a pattern to
include possible linkages to other persons, organizations, d)
Geographic Analysis -- to examine the movement of a subject or group of
subjects over a geographic area to determine a pattern to include
possible linkages to other persons organizations, e) Organization
Analysis -- to examine the direct and indirect associates of an
organization (persons or other organizations) to identify patterns to
include possible linkages to other persons, organizations, f) Person
Analysis -- to examine the personal characteristics of a person and
their direct and indirect associates to identify patterns to include
possible linkages to other persons, organizations, g) Case Analysis --
to be able to conduct strategic (cross-case) or tactical (individual
case ) analysis regarding any of the topics listed above, h) Link
Analysis -- to examine graphically or textually the links between
entities. This examination should include, but not be limited to the
begin and end dates of the link, the relationship type or roles, and
the current status, I) Analytical/Timeline Charting -- methods of
charting to facilitate the understanding of the sequence or connection
between entities, j) Frequency and Correlation Analysis -- techniques
for identifying key relationships and patterns thought the analysis of
quantitative information, k) Computer-aided Analysis -- to apply the
concepts stated above using the assistance of an analytical computer
software package. Vendor shall provide a bid for each of the following
course listed below based on beginning, intermediate and advanced
levels for 15 -- 45 students in each class: a). Telephone Analysis, b).
Event Analysis, c). Financial Analysis, d). Geographic Analysis, e).
Organization Analysis, f). Person Analysis, g). Case Analysis, h). Link
Analysis, I). Analytical/Timeline Charting, j). Frequency and
Correlation Analysis, k). Computer-Aided Analysis. Instructor
Requirements- Instructor shall be able to: a) pass FBI security
clearance b) submit three (3) references for previous contracts (
commercial or government) where the instructor has performed analytical
training, c) provide a course curriculum and course syllabus, d)
possess key investigation and intelligence positions, e) possess wide
range of research, training and actual case load and e) have done on
the job analysis and worked actual cases. Deliverables- a) provide all
instruction manuals, references, exercise materials, and analytical
supplies for all participants; b) provide completion certificates for
all participants for each class. The evaluation criteria will be based
on credentials of instructor b) course content/subject matter c)
availability and cost. Classes to be held on site or at vendor site.
Each offeror shall include a completed copy of the FAR provision
52.212-1 Instructions of Offerors Commercial Items (Jun 1997); 52.212-2
Evaluation -- Commercial Items (Oct 1997); 52.212-3 Offeror
Representation and Certifications -- Commercial item (Jan 1997); clause

All proposals shall be submitted to the address listed on line number
seven no later than 1:30 p.m. EST, 04/10/98. All proposals shall be
clearly marked with RFQ 80087. Bidders are hereby notified that if your
bid is not received by the day/time and at the location specified in
this announcement, that it will be considered late/nonresponsive. The

contract action is for services for which the Government intends to
solicit and negotiate with only one source. Interested persons may
identify their interest and capability to respond to the requirement or
submit proposals. This notice of intent is not a request for
competitive proposals. However, all proposals received within ten (10)
days after date of publication of this synopsis will be considered by
the Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. Award to be made within one (1) week after
