part synopsis. In order to receive the complete description of this
requirement refer to solicitation number N68936-98-R-0099. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation N68936-98-R-0099
is being issued as a Request for Proposal (RFP) with a SIC Code of
3827. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-03
and DAC 91-12. The Naval Air Warfare Center Weapons Division
(NAWCWPNS) intends to procure on a full and open competition basis one
(1) each IR-2 Long Wave Infrared (LWIR) Collimator with the following
Specifications: The infrared resistor array projector that will be
used as the source for the collimator must be accommodated within the
geometric volume described above and can be modeled as a rectangular
volume for design purposes. The dimensions of the projector volume are
15 inches long (parallel to the optical axis of the projector), 12
inches high, and 9 inches wide. The resistor array is 26 mm on a side
and is situated 1.25 inches behind the front surface of the
representative volume. The center of the array is 6 inches above the
base of the projector. To define a coordinate system for the projector
volume, the center of the resistor array at the emitting surface is
chosen as the origin. The coordinates for the corners of the projector
volume are then (all coordinates are in inches): [13.75, 4.5, -6.0];
[-1.25, 4.5, -- -6.0]; [-1.25, -4.5, -6.0]; [13.75, -4.5, -6.0] [13.75,
4.5, 6.0]; [-1.25, 4.5, 6.0]; [-1.25, -4.5, 6.0]; [13.75, 4.5, -6.0].
The center of the resistive array is at [0,0,0] and the optic axis
define by the normal to the resistor array plane is [X, 0, 0]. In
addition the contractor shall provide the following Optical Design
Parameters which include the measured optical design parameters of the
LWIR Collimator. This information shall be sufficient for us to model
the collimator on commercially available optical design software. The
information provided shall include but is not limited to: 1. Radii of
Curvature; 2. Axial spacings; 3. Center thicknesses; 4. Substrate
materials; 5. Clear apertures; 6. Tilts; 7. Decenters; 8. Aspheric
Coefficients, if applicable, with their definitions.; 9. Optical
transmission (witness sample measurements are sufficient). The IR-2
Long wave Infrared (LWIR) Collimator shall be delivered to NAWCWPNS,
China Lake, California 93555; 20 weeks after award of contract. FOB
Destination. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items, applies to this acquisition. FAR 52.212-2,
Evaluation-Commercial Items, is applicable. The specific evaluation
criteria included in paragraph A of 52.212-2 are technical capability
of the item offered to meet Governmnet requirments, price, and past
performance. Offerors are required to include a completed copy of the
provisions at FAR clause 52.212-3 and DFARS 252.212-7000, Offeror
Representations and certifications-Commercial Items, with their offer.
FAR clause 52.212-4, Contract Terms and Conditions- Commercial Items,
is applicable. FAR clause 52.212-5, Contract Terms and Conditions
required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, and the Contracting Officer has
incorporated the additional following FAR clauses cited in 52.212-5
reference: 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-35,
.222-36, 52.222-37,and 52.225-3. The provision at DFARS 2.212-7001,
Contract Terms and Conditions Required to Implement statutes or
Executive Orders Applicable to Defense Acquisitions of commercial
Items, is applicable and the following clauses are incorporated by
reference: 252.225-7001, 252.225-7012, and 2.233-7000. The provisions
at DFARS 252.225-7000, Buy American Act -- Balanceof Payments Program
Certificate, and DFARS 2.225-7003, Information for Duty -- Free Entry
Evaluation, are applicable. Anticipated award date is 30 April 1998.
