Protection Agency (EPA) intends to competitively procure the
enforcement support services (ESS) for the EPA Region 4 enforcement
program. The Contractor shall provide EPA Region 4 assisstance in
analytical,litigation, financial, investigative, and management support
related to enforcement activities at Superfund sites in accordance with
all environmental statutes as appropriate {e.g., Resource Conservation
and Recovery Act (RCRA), Clean Water Act, Clean Air Act, Toxic
Substances Control Act, and the Comprehensive Environmental Response,
Compensation, and Liability Act of 1980 (CERCLA) (Superfund), as
amended by the Superfund Amendments and Reauthorization Act of 1986
(SARA)}. The total estimated level-of-effort (LOE) for the
cost-plus-fixed-fee contract is 75,000 hours. The contract will have a
three-year base period with two one-year options. The geographical
boundaries of Region 4 include eight states: Alabama, Florida, Georgia,
Kentucky, Mississippi, North Carolina, South Carolina,and Tennessee.
The Request for Proposal (RFP) will be released on or around May 26,
1998, and proposals will be due approximately 50 days thereafter. This
procurement is a 100% Small Business Set Aside. The SIC Code for this
requirement is 8721. Regarding the size standard for this
solicitation, the annual average gross revenue for the preceding three
fiscal years is not to exceed $6.0 million. The Contractor will be
required to support the following areas of enforcement: POTENTIALLY
RESPONSIBLE PARTY (PRP) SEARCHES -- 1) develop evidence of potential
liability as defined in CERCLA, 2) search records at a variety of
records sources during PRP searches, 3) photocopy substantial
quantities of documents, often at remote locations, 4) based on
elements of liability, recommend persons into the appropriate PRP
categories for EPA consideration, 5) perform stoichiometric
calculations, analyze material balances, and interpret manufacturing
processes, 6) conduct individual and corporate research and financial
analysis, 7) conduct investigations, 8) conduct title searches, and 9)
provide general and special notice letter mailing processes;
NEGOTIATION SUPPORT -- provide case support liability and viability
analyses and cost documentation; EXPERT/LITIGATION SUPPORT -- 1)
prepare litigation reports and establish the prima facie case, 2)
locate and secure qualified experts to support EPA actions in science,
technical and financial fields, 3) compile cost packages which
document costs expended for a particular site, 4) assist in preparing
and filing deed restrictions; and 5) Alternative Disputes Resolution;
COST RECOVERY SUPPORT -- 1) collect and secure evidence at sites, 2)
prepare cost documentation, establish liability and support response
decisions, and 3) document and data management; MANAGEMENT SUPPORT AND
PROJECT MANAGEMENT -- 1) general records management, 2) case/project
analysis, 3) operations and system design, 4) operations, 5) physical
preparation and maintenance of administrative records, 6) data
management, 7) manage data collected in the course of CERCLA
investigations and enforcement activities, and 8) training activities
for enforcement processes and operations. Only written or electronic
