FISC Norfolk Detachment Philadelphia intends to procure on a sole source basis in accordance with FAR 6.302-1 six hundred software licenses for the Naval Reserve Recruiting Command. Three hundred of these licenses will be Pivotal Relationship Client licenses and the other three hundred will be Pivotal Relationship Mobile licenses. This procurement is being processed on a sole source basis with Pivotal Software USA Inc. This procurement is being processed on a sole source basis because only Pivotal Relationship software unites customer information in one system, allows marketing, leads and operations staff to target recruits, perform effective follow-up and induct recruits, as well solve potential recruiting problems. Only Pivotal will allow the Naval Reserve Recruiting Command to quickly and easily customize the product to meet their business needs. Pivotal will assist recruiters by allowing them to deliver fast professional messages to potential recru! its, centers of influence and sup ervisory training personnel via fax, e-mail or through the Internet. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this requirement is solely within the discretion of the Government.
