combined synopsis/solicitation for commercial items prepared in
accordance with FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. (ii) R6-16-98-19 is the solicitation
number. The solicitation is issued as a request for quotation (RFQ).
(iii)The solicitation document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-04.
(iv)This acquisition is set-aside for small businesses, Standard
Industrial Code (SIC) 2491 applies, with size standard of 500
employees. (v) Bid Item 1, Design, Supply and Deliver a Glulam
Pedestrian/Equestrain Bridge $__ __ __. (vi) Bid Item 1 is for design,
fabrication and delivery of pedestrian/equestrian bridge. Installation
is not included. Following are the bridge dimensions: span -- 63 foot;
no skep; widthbetween railing -- 7 foot; width of decking -- 8 foot;
live load -- minimum 85 PSF; snow load -- minimum 125 PSF; camber --
5000' radius; pedistrian rail -- 42 inches. GLULAM stringers are to be
used. It is desired that 4 stringers be used to reduce the weight.
This is to reduce the wight since the Forest Service will be using a
helicopter to deliver materials to the project work site. 18" wide
mudsills are to be furnished. Bridge is for a flat grade. Holes in wood
members are to be predrilled. Hand-peeled Douglas Fir is desireable as
rail material. All galvanized hardware and steel required to connect
the bridge superstructure together and all miscellaneous nuts and bolts
are to be furnished. Glulam beams and sawn lumber materials will be
required to be pressure treated. The contractor will be required to
furnish shop drawings and calculations. These must be stamped by a
registered professional engineer. A draft set of drawings shall be
submitted to the Forest Service for review, and a final set for
approval. When the draft design is furnished the contractor will also
be required to furnish the approximate weight of the stringers. The
Forest Service will be assembling and installing the bridge in the
Eagle Cap Wilderness area, so aesthetics of the bridge are considered
to be very important. (vii) Delivery shall be to the Forest Service
compound in Enterprise, Oregon. Delivery shall be during the work week
between 7 AM and 5 PM. Delivery must be within 90 days of the
contractors receipt of the award. (viii) The provision at 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition.
(ix) The clause at 52.212-2, Evaluation-Commercial Items, applies with
the following evaluation factors: first -- design, second --
aesthetics, third -- past performance, and fourth -- price (within the
available funding). The Government reserves the right to award to
other than low price. (x) Offerors must include with their offer a
completed copy of the provisions at FAR 52.212-3,Offeror Representation
and Certifications-commerical Items. (xi) The clause at 52.212-4,
Contract Terms and Conditions -- Commerical Items, applies to this
contract. (xii) FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items, applies to
this solicitation. (xv) CBD Note 1 (set-aside applies). (xvi) Quotes
are due by 4:30 PM, local time, on April 28, 1998, at Contracting
Officer, Wallowa-Whitman National Forest; PO Box 907; Baker City,
Oregon, 97814. FAX responses are acceptable to FAX (541)523-1215,
cleary marked for the attention of Bob Williams. Quote shall include
the pricing information in (v) above, as well as the representations
and certifications required by (x) above. The quoter shall also submit
a schematic drawing and specifications for the bridge being quoted and
past performance information, including a list of other similar bridges
