The objective of this acquisition is to conduct a study of the Corps of Engineers use of risk-based analysis for the evaluation of hydrology, hydraulics and economics in flood damage reduction studies. This proposed contract is for an 18 month effort. Authority for other than full and open competition is provided through FAR 6.0302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. However, all responsible sources may submit an offer which will be considered by this agency. (0086)
