The National Cancer Institute, Division of Cancer Prevention, Early
Detection Branch, intends to negotiate with Hybritech, Inc. for a
five-year renewal of the Contract No. N01-CN-35533 (PLCO PSA Assay Kit
Supplier) for the continued performance of the PSA assay supplier for
the Prostate, Lung, Colorectal and Ovarian (PLCO) Cancer Screening
Trial. Assays are performed on participant serum samples. This is the
only assay available of the double monoclonal antibody structure with
acceptable specificity and lot-to-lot consistency. This assay is being
evaluated in the PLCO cancer screening trial. Continuity of assay is
essential. This PSA Assay Kit has been approved for use in the PLCO
Trial by FDA. The anticipated award date for this renewal is September
30, 1998 for a period of five years. Specifically, this assay
manufacturer shall: 1) supply reagents, wash solution, and substrate
sets for PSA assays; 2) supply to the NCI's PLCO Laboratory
instructions for proper conduct of the assay for scientific purposes;
3) supply quality assurance guidance to the Laboratory; and 4) ensure
that the Laboratory's technicians conduct assays according to PSA
manufacturer's standards. Authority: 41USC 253(c)(1) as set forth in

Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received within forty-five days (thirty days if award is issued under
an existing basic ordering agreement) after date of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the

the purpose of determining whether to conduct a competitive
