NAVY. MIL. FISC Norfolk Det. Phila. intends to acquire on a full and
open competitive basis, which will be processed IAW FAR part 12, as a
commercial items acquisition for oily waste removal services in support
of the USS JOHN F. KENNEDY CV67 during the 1998 Fleet Week celebration
. The Fleet Week Celebration will be held at the International
Terminal Operating (ITO), pier 88N, located in Manhattan, New York, and
is scheduled to begin at approximately 0800 on 20 May and run through
27 May 98. The successful contractor must provide an approved
conveyance as required by local laws and regulations for holding and
transporting oily waste. The contractor shall provide all required
licensing for disposal of the oily waste and must provide a manifest to
the Navy of the amount removed. The contractor is wholly responsible
for the proper disposal of all oily waste in accordance with local laws
and regulations. Upon the arrival of the JFK, the contractor will
off-load a not to exceed quantity of approximately 150,000 gallons of
oily waste and remove a not to exceed quantity of approximately 72,000
gallons w/ a +/- 6000 per day variance while docked at the ITO, and
off load an estimated NTE quantity of 150,000 gallons of oily waste
prior to departure on 27 May 98. The contractor shall provide the ship
continuous access to the oily waste conveyance for discharging oily
waste at periodic intervals for at least 21 hours in any 24 hour
period. All responsible sources may submit a proposal that shall be
considered by FISC Norfolk Det. Phila. The applicable SIC for this
requirement is 4499. It is anticapated that a firm fixed price service
contract will be the result of this acquisition effort. Requests for
