Pursuant to Public Law (P.L.) 104-333, the Presidio Trust, a wholly-owned Federal Government corporation, is required to submit a management program, including resl estate leasing and development projects, as well as a financial management program demonstrating financial self-sufficiency within 15 years of establishment of the Trust. At present, the Trust does not have the staffing capability to comply with the requirements of PL 104-333; consequently the Trust has identified a requirement to enter into a contract to acquire interim support in the establishment of accounting/financial systems and policies fully consistent with the requirements of the United States Department of Treasury and the Office of Management and Budget. In addition to providing general financial advice, the selected contractor, through coordinated work efforts with real estate analysts under separate contract with the Trust, will be required to develop a long-range financial model for the operations of the Presidio Trust using Microsoft Office (Excel) software. Due to the urgent nature of this requirement, a determination has been made to LIMIT negotiations leading to contract award to the following firms: (1) KPMG/Peat Marwick LLP; (2) Deloitte & Touche LLP; (3) Arthur Andersen; (4) E & Y Kenneth Leventhal; (5) Price Waterhouse LLP; and (6) Coopers & Lybrand LLP.
