mh89m@nih.gov. The National Institute of Child Health and Human
Development (NICHD) plans to award a contract to the University of Iowa
Hospital, using other than full and open competition to conduct a
follow-up of an adult cohort with a known infant feeding history. The
determination to use other than full and open competition was made in
accordance with 41 USC 253 (c)(1) and is based upon the following
factors: 1) The proposed study is a retrospective cohort study,
performed by following up on subjects from a series of non-randomized
clinical trials performed during 1965-1978 in Iowa, for the purpose of
determining if exposure to soy formula in infancy may be associated
with adverse outcomes in early adulthood. (See Numbered Note 22). The
accomplishments expected under the proposed action are: 1) To locate
the great majority of the subjects included in the original cohorts
exposed to soy-based and cow milk-based formula during the original
clinical trial; 2) To ask for their cooperation in a new study which
will request information about their medical histories; 3) To organize
this information and provide it to a group of epidemiologists who will
compare the incidence and distribution of selected outcomes among the
exposure groups. The purpose of this synopsis is to determine whether
there are other sources with the above capabilities to perform the work
