Services, Substance Abuse and Mental Health Services Administration
(CMHS/SAMHSA), intends to solicit this procurement on a sole source
basis from the American Nurses Foundation, Inc., the research and
education arm of the American Nursing Association and the only known
responsible source, in accordance with FAR 6.302-1. Psychiatric and
mental health nurses nationwide must continue to receive comprehensive
education and training in the direct care of and support for people
affected by and living with HIV/AIDS. It is essential that the
Contractor supply highly focused educational programs and materials,
and in a mechanism to remain current with research and other activities
in the field, that will be available over time to an increasing cadre
of psychiatric and mental health nurses whose professional services in
the neuropsychiatric and psychological aspects of AIDS and HIV disease
will be needed well into the next century. The objectives will be to
(1) Update and expand current curriculum modules that incorporate the
current state-of-the art advances in the treatment of patients with
HIV/AIDS into an updated educational program for psychiatric/mental
health nurses. (2) Develop a training program that will facilitate
participation and use by the largest number of psychiatric/mental
health nurses who provide services to people affected by HIV/AIDS. (3
)Develop alternative delivery modes, primarily in the form of distance
learning, to enable their educational programs more widely available
and accessible. CMHS plans a three-year cost reimbursement type
contract. The estimated date for issuance of this Request for Proposal
(RFP) is 4/9/98 with the response due thirty days later. This synopsis
of intent to award a sole source contract is not a request for
competitive proposals; however, interested parties may obtain the RFP
for this procurement in two ways: electronically, by downloading a file
from the SAMHSA Web Site at http://www.samhsa.gov or by mail. The file
will not be available on the Web Site until on or after the issuance
date. Amendments to the RFP (if any) will also be posted on the Web
Site. If you rely on the Web Site for obtaining amendments, we cannot
assume responsibility for assuring that you have downloaded these
amendments. You may write to the Contracting Officer to request that
copies of amendments be sent to you as they are issued. Requests for
copies of the RFP to be mailed must be made in writing or by facsimile
(301/443-0019). Requests will be filled on a first-come, first-served
basis until the supply is exhausted; however, there is no assurance
that copies requested after the twentieth day will reach the requestor
before the due date for receipt of responses. Requests shall be
forwarded to the attention of Mary E. Caddell, Contracting Officer.
Telephone requests will not be honored. Pickups will not be permitted.
