Works, Mechanical & Energy Division, has a requirement for Utility
Plant Operator Training Services. These services may be required at DOD
installation worldwide. Services required consist of development,
preparation and administration of training seminars for Boiler Plant
Operators and EPA-approved training for CFC certification. For Boiler
Plant Operators, the training seminars will include an examination for
certification as a 4th Class Power Engineer as defined by the National
Institute for the Uniform Licensing of Power Engineers. Seminars and
examinations for higher classes of Power Engineers (3rd, 2nd, 1st,
Chief) may also be given. For Chiller Plant Operators, the training
seminars will help the operators become more proficient in the
knowledge, skills, and abilities of chiller plant operation and
maintenance. The EPA-approved training seminar will be for CFC
certification. Services required also include all materials, supplies,
and labor necessary and incidental to conducting the training seminars
and examination for certification. Instructors must have a minimum
three years experience as an operator or foreman/supervisor in the work
specialty in which he/she will be instructing. Instructors must have a
minimum of three years experience teaching similar operator training
seminars. Boiler plant operator instructors must be currently certified
as a NIULPE Technical instructor and maintain current certification
during the term of the contract. Current NIULPE certification for
boiler plant operator instructors must be submitted with the bid
package. This proposed procurement is a 100% Small Business Set-Aside.
The size standard associated with SIC Code 8741 is $5.06 million per
year averaged over 3 years, is applicable. All request for copies of
