THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation F30602-98-R5010 is being issued as a REQUEST FOR PROPOSAL (RFP) incorporating provisions and clauses in effect through Federal Acquisition Circular 97-4 and Defense Acquisition Circular 91-13. The SIC code is 3826 for this unrestricted acquisition with a small business size standard of 500 employees. ITEM 0001; TUNABLE LASER SYSTEM; 4 EACH; NEW FOCUS VELOCITY LASER SYSTEM; MODEL 6329-P-FC/APC OR EQUAL; Specifications: Center wavelength at 1550 nm, tunable from 1520 to 1580 nm (each of the 4 lasers is guaranteed a matched range of 1525-1570 nm); fiber pigtailed with a FC/APC connector; minimum output power of 3mW, maximum power of 5mW, (which is reduced by 50% with the fiber pigtail); maximum coarse tuning speed of 10 nm/s; coarse tuning resolution of 0.01 nm; tuning repeatability of 0.1 nm; fine frequency tuning range of 30 GHz (0.24 nm); current modulation bandwidth of 300 MHz; linewidth of <300 kHz (over 50 ms scale); laser tunes at a constant rate using microprocessor control of DC motor; narrow linewidth is maintained while tuning; built in stable power mode with output power fluctuation of < 2.5% (0.1dB) using a digital feedback loop; automated wavelength scans can be performed in both directions, laser wavelength can be modulated with small signal 3-dB bandwidth of 2 kHz; front panel on controller allows adjustment of wavelength, bias current, diode temperature, and desired output power for the stable power mode; complete computer control through RS-232 or GPIB interfaces with LabVIEW program available for experiment automation; laser has continuous tuning with < 3 mode-hops guaranteed over tuning range; low noise current source with < 100 nA of noise in 1 MHz bandwidth; and dual stage temperature control-to-control diode laser to better than +/- 5 mK. THE LASER SYSTEMS WILL BE USED FOR "PHASED ARRAY RADAR TRUE TIME DELAY TESTBED". DELIVERY IS FOB DESTINATION TO ROME NY 8 WEEKS ARO.
