61 -- DIESEL GENERATOR SET SOL N68936-98-R-0101B DUE 040798 POC Jaime Rios, Contract Specialist, (760) 939-8703 (This is Part 2 of a 2-Part synopsis.) Intended use. These units will be operated under extreme conditions and exposed to desert, mountain, and ocean environments. Operational conditions include temperatures in excess of 120 degrees and below freezing. They will be subjected to blowing sand, alkali, rain, snow, salt laden air, high humidity, and very dry conditions. Their typical use will require them to be transported over extreme terrain; rock, mud, sand, unimproved roads, non-existing roads, etc. Generators will be used to operate power sensitive instrumentation systems and equipment for extended periods of time under the conditions mentioned above. Instrumentation systems will shut down if power is out of specification or slightly fluctuates. Instrumentation System shutdown is not acceptable and could result in loss of test data which is very expensive and usually can not be duplicated. Reliability, dependability, durability, availability, replacement part availability and compliance with environmental regulations are important factors in our procurement. The award will be based on best value for units most suited to our requirements. Offeror's should provide quotations on their units which are closest to meeting the requirements specified above. If the offeror has options available that are not listed in our requirements in which they feel will make their units better suited to our requirements (consider information provided on this page), additional quotes should be provided including options, option prices, and justifications for them. The required delivery date is within 100 days after award. Delivery, acceptance, and FOB Destination is to Naval Air Warfare Center, China Lake, CA 93555. FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies and is amended to read: Submit signed and dated offers in one original to Naval Air Warfare Center, Weapons Division, Code 220000D, 1 Administration Circle, China Lake, CA 93555-6100, Attn: Jaime Rios, no later April 6, 1998, 2:00 PM local time. An initial FAX copy submittal is acceptable. FAX to (760)939-8186, Attn: Jaime Rios, with an original hardcopy following via US Mail or overnight delivery service. Offers may be submitted on letterhead stationery and at a minimum must show: (1) the solicitation number (N68936-98-R-0101), (2) the time specified for receipt of offers (April 6, 1998), (3) The name, address, and telephone number of the offeror, (4) a technical description of the items being offered in sufficient detail to permit evaluation of compliance with the requirements in the solicitation. This may include product literature, drawing, or other documents if necessary, (5) terms of any express warranty, (6) price and discount terms, (7) Remit to address, if different from mailing address, (8) a complete copy of the representation and certifications at FAR 52.212-3 and DFARS 252.212-7000 (9) acknowledgment of solicitation amendments, if any, (10) past performance information to include any relevant contracts for the same or similar equipment and other references (including contract numbers, points of contacts with telephone numbers and other relevant information, and (11) if the offer is not submitted on Standard Form 1449, include a statement specifying the extent of agreement with all terms and conditions, and provisions included in the solicitation. The proposal must be signed by an official authorized to bind your organization. Offers that fail to furnish required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The offeror shall include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications, Commercial Items, and provision DFARS 252.212-7000, Offeror Representations -- Commercial Items. The offeror is advised thatprovision FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items and provision DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of commercial Items, applies to this acquisition.
