The U.S. Army Tank-automotive and Armaments Command (TACOM) proposes awarding Second Production Source Qualification Contracts to multiple qualifying contractors as part of our acquisition planning for future procurement of the Family of Medium Tactical Vehicles (FMTV). The Government may award to only one qualifying contractor if only one qualifies. This effort will be competitively awarded by 4QFY98 to provide potential FMTV second FAMILY OF MEDIUM TACTICAL VEHICLES SECOND PRODUCTION SOURCE QUALIFICATION EVALUATION. The U.S. Army Tank-automotive and Armaments Command (TACOM) proposes awarding Second Production Source Qualification Contracts to multiple qualifying contractors as part of our acquisition planning for future procurement of the Family of Medium Tactical Vehicles (FMTV). The Government may award to only one qualifying contractor if only one qualifies. This effort will be competitively awarded by 4QFY98 to provide potential FMTV second production source competitors, excluding the current producer (Stewart and Stevenson Services, Inc.), an opportunity to qualify as a second source for vehicle production. Contractors selected to compete for second production source qualification will build and deliver two (2) to three (3) vehicles to the current FMTV Performance Specification, with the current FMTV Technical Data Package (TDP), hereafter referred to as the FMTV A1 baseline configuration, provided as a reference. The Contractors will support these vehicles during Government performance testing and up to 6,000 miles of RAM-D testing. Contractors selected for Phase I will be allowed to compete for a three (3) year (FY00-FY02) production contract in Phase II. The selected second source contractor will then be allowed to compete for the FMTV program in FY03 and beyond. The Government's goal is to achieve maximum operational effectiveness at the lowest possible cost by maximizing vehicle commonality with the FMTV A1 fleet. This is not a development effort; it is an effort to evaluate potential second production source contractor's FMTV A1 production capabilities and production readiness. The FMTV A1 baseline configuration will provide the details of the fielded FMTV that passed all required Government testing. The Government will assess proposed changes to the FMTV A1 baseline configuration based on the overall impact to the following four domains: the performance specification, Integrated Logistics Support (ILS), MANPRINT and life cycle costs (LCC). Contractors will have to provide with any proposed configuration change, all impacts to the four domains. The Government may require additional information from the contractor to support the change assessment, at no additional cost to the Government. Changes that decrease performance levels, adversely affect ILS, degrade MANPRINT, or increase LCC are not prohibited from being proposed, but the overall benefits must outweigh the negative effects on any of the above domains. The Government reserves the right to accept or reject any change that impacts the aforementioned four domains. Contractors will not incorporate configuration changes that impact any of the four domains without Government approval. Interested parties are warned that conduct of this program by the Government in no way obligates it to necessarily carry out a future procurement of the FMTV, nor to necessarily carry out such a procurement through a competitive acquisition. While this Second Production Source program is based on current acquisition planning, the Government reserves the right to alter, amend, or cancel its current planning without notice to the public. By participating in this program, participants agree that no obligation on the part of the Government is thereby created regarding any future acquisitions. A Pre-Proposal Contractor Conference will be held near TACOM within ten days after release of the draft RFP to provide additional program information and answer potential offeror's questions.
