Force Research Laboratory Munitions Directorate (AFRL/MN) intends to
award a contract for Small Munition Dispenser demonstration (SMD) under
the Program Research and Development Announcement (PRDA) process. We
are requesting information packages from potential sources on
dispensing technology suitable for small munition systems. The
objective of the SMD program is to demonstrate advanced captive
dispenser technology associated with the low cost and efficient
carriage and ejection of future smart miniature munitions. Future smart
miniature munitions include, but are not limited to Miniature Munition
Technology Demonstration (MMTD) or Low Cost Autonomous Attack System
(LOCAAS) Laboratory Munition concepts. The period of performance for
this effort is anticipated to be approximately 30 months. Firms having
applicable background, interest and capability may submit particulars,
in accordance with Numbered Note 25, no later than 8 April 1998 to
AFRL/MNK, Attn.: Beverly Shaffer, 101 West Eglin Blvd. Suite 337, Eglin
AFB FL 32542-6810. Firms will be evaluated on their experience,
personnel, and facilities. Respondents to this notice will not be
notified of the results of the evaluation of information submitted.
This synopsis is for information and planning purposes only. It does
not constitute an IFB or RFP, and is not to be construed as a
commitment by the Government. Firms responding to this synopsis should
state whether they are or are not a small business concern or a small
disadvantaged business concern as defined in FAR 52.219-1 and FAR
52.219-2, respectively. The Air Force reserves the right to consider a
small business set-aside based on responses hereto. This requirement
may be pursued sole source if the Air Force determines that only one
source is capable of satisfying the requirements. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his concern during the proposal development phase of this acquisition.
All potential offerors should establish channels to voice concerns
before resorting to the use of the Ombudsman. When requested, the
Ombudsman will maintain strict confidentiality as to the source of the
concern. The Ombudsman does not participate in the evaluation of
proposals or in the selection decision. The Ombudsman should only be
contacted with issues or problems that have been previously brought to
the attention of the contracting officer and could not be
satisfactorily resolved at that level. Potential offerors are invited
