HR-542, 202-426-0070 The U.S. Department of Energy, Office of Policy
and International Affairs (PO), seeks to acquire technical support
services of a small business contractor to develop, maintain, and
operate complex computer models of energy systems. The contractor will
provide the technical, economic and financial analyses of energy
systems and related environmental issues to achieve national energy
goals. Major activities such as update, development, and simulation of
modeling systems; analysis of state or regulatory mechanisms and
procedures, scientific, economic, and technical analysis of policies
and agreements regarding global climate change, and economic and
technical analysis of international, national, and regional energy
markets. The contractor shall provide detailed support which includes
integrated energy modeling and analysis, electric power sector modeling
and analysis, international energy and macroeconomic modeling and
analysis, and energy demand modeling and analysis. This effort will
encompass a two year base period and three one year options. The DPLH
is estimated at 37,200 for the base period and 18,000 DPLH for each
option year. A cost-plus-fixed fee, level of effort, task assignment
type contract is contemplated. This effort is 100% set aside for small
business. THE SOLICITATION WILL ONLY BE AVAILABLE THROUGH ELECTRONIC
MEANS. The solicitation, and any amendments, will be available for
downloading on the Internet from the "Current Business Opportunities at
Headquarters Procurement Services" Home Page located at address
http://www.pr.doe.gov/solicit.html. No paper copies of the solicitation
will be made available. Prospective offerors that do not have the
electronic capability to download the solicitation shall submit a
written request to: Document Control, HR 543 for a diskette copy of the
solicitation. The requestor must include a self-addressed stamped
envelope and a MS-DOS formatted high density 3 1/2" virus free diskette
suitable for download of the electronic solicitation. Offerors who fail
to submit an appropriate diskette, or self-addressed stamped envelope,
