update of the synopsis originally posted on 20 Aug 97. The purpose of
this synopsis is to notify all potential offerors that the final
solicitation has been released as of 20 Mar 98. Proposals are due 20
May 98. Hard copies of the solicitation will not be distributed.
Offerors wishing a copy of the solicitation may download it from the
world wide web (web) at http://www.mcclellan.af.mil/CL/, under the
competition issues page. No formal source list is being maintained. The
requirement as originally synopsized is as follows: The Government is
contemplating a requirements contract for a five-year period (possible
three-year additional extension) to be awarded IAW Air Force FAR
Supplement, Appendix AA formal source selection procedures for specific
SM-ALC depot workloads. SM-ALC is a major depot support facility at
McClellan AFB, CA providing analytical condition inspection,
modification, depot maintenance, repair/overhaul, and associated
backshop and distribution support for aircraft (KC-135/A-10),
electrical accessories, instruments/electronics, and hydraulics to
support Air Force, National Guard, Reserve, Army, Navy, and other
operational forces. The support provided by SM-ALC is critical to the
national defense and must continue uninterrupted and without loss of
mission effectiveness indefinitely into the future. The transfer of
workloads made available for competition will be accomplished by a
using formal public/private competitive process. Offerors are required
to propose on the entire requirement. If you wish to contact the depot

submit a proposal which shall be considered. Small business involvement
is a priority and will be evaluated in the award, award term, and award
fee processes. The approximate issue/response date will be 20 Mar 98.
No telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
