soliciting quotes for the development of approximately 80 Weapon Safety
Descriptors (AKA "Footprints") and an option to buy up to an estimated
55 additional footprints. Subject acquisition will be a 100% small
business set-aside. The acquisition will be procured in accordance with
Federal Acquisition Regulation (FAR) Part 12 -- Commercial Items and
FAR 13.5 -- Test Program for Certain Commercial Items. Solicitation
F44650-98-T0130 is issued as a Request for Quote (RFQ) and will include
a basic year and four one-year option periods. The Standard
Industrialization Code (SIC) is 7371. The Footprint contractor will be
responsible for developing Footprints in an approved format as defined
in AFI 13-212, Weapons Ranges, and in the solicitation. Footprints
generation shall be developed in a planned sequence and contractors
will use the same mathematical models and methodology used in current
HAZARD methodology and described in AFI 13-212. Required Footprints
shall be restricted to inert, training munitions, but shall be
expandable to model live munitions via standard HAZARD software
routines. Footprints shall be independently verified and validated by
software contractor, Spectrum Sciences and Software, Inc., to ensure
they are properly integrated into HAZARD software. All data shall be
collected to produce Footprints in a Microsoft Access Database. The
contractor shall obtain enough weapon delivery and impact data sets for
each weapon profile to compute a footprint with 99.99%containment at a
95% confidence interval (except strafe footprints that require 99.999%
containment). Acceptable data sets used to calculate footprints must
include the following information: aircraft type, weapon type, delivery
event, weapon release altitude and airspeed, aircraft dive angle,
impact point distance in meters, and impact point angles in degrees
from target coordinates. The RFQ will also include an option to buy
range maps (for the basic and each option year) compatible with Hazard
Analysis Program Software Version 7.0.5. Maps shall contain, as a
minimum, range boundaries, roads, lakes, streams, and other permanent
two-dimensional geographical features, and each feature shall be
displayed using standard Hazard "layer" process. Maps provided shall be
easily imported by HAZARD program users using current methodology
without contractor assistance and shall support all HAZARD program
functions. The solicitation will be available on the INTERNET on or
about 9 April 98. Interested offerors will be responsible for
downloading their own copy of the solicitation (and any amendments)
from the ACC CONS Bulletin Board on the INTERNET. It is the offeror's
responsibility to monitor the INTERNET for solicitation release and
release of any amendments. The solicitation will be released as soon as
practicable, whether prior or subsequent to the projected date. ACC
