is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation F4561398Q0413 is
issued as a request for quotation. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-3. The standard industrial code is 3569. This
acquisition is 100% set-aside for small business, less than 500
employees. The purchase and installation of Marathon side-eject
(right-hand eject) horizontal baler (Brand Name Only) in accordance
with the following statement of work: GENERAL SCOPE: Scope includes
purchase and installation of a new right-hand eject baler for new
Pollution Prevention Recycling Center (PPRC) on Fairchild Air Force
Base. This includes trade-in of existing, in very good condition,
left-hand eject baler. Scope also includes removing and transporting
existing conveyor feed assembly from existing recycle center and
installing in new facility as part of the baler assembly. CURRENT
STATUS: The new PPRC is currently under construction with an estimated
completion date from 1 to 15 May 1998. Contractor will be responsible
for storing the new baler until notified the new facility is complete
and ready for baler installation. The contractor will be allowed a
maximum of 6 weeks for the manufacturer to fabricate and deliver the
baler. The contractor will be given at least 10-calendar days notice
prior to the installation date. Installation and start-up of
baler/conveyor system to be completed within 5 calendar days of
provided installation date. Because this is an existing, operating
recycling program, it is anticipated the installation will need to be
completed during/in conjunction with a weekend to limit downtime of the
recycling operations. STANDARD FEATURES OF NEW BALER: The Marathon
side-eject (right-hand eject) horizontal baler, model number SE-504242
includes space saving side tie-off for against-the-wall installation;
hydraulic bale right hand eject/server island; bale chamber door
hinged on left side; adjustable/reversible ram shear blade; angled,
serrated body shear blade; front and rear spring-loaded retainer dogs;
chute-type hopper with access door and interlock switch; lower photo
cell; hydraulic bale door latch and replaceable abrasion resistant
floor liner and ram bottom; hi-efficiency 208 volt power unit with
quiet vane pump; UL/CSA labeled panel box; power "on" light;
key-operated on/off switch; start-up buzzer and rotating beacon;
programmable controller; power disconnect; 10 micron return line
filter; bale-made light/buzzer. Unit will be shipped with hydraulic
oil. Power pack conveniently located atop rear portion of baler. Paint
of standard color. Oil cooler is also a standard feature. INSTALLATION
REQUIREMENTS: 1. Install new right-hand eject baler at new PPRC.
Removeconveyor from existing location and move to new building. Set-up
conveyor with new baler and complete system assembly. Perform start-up
procedures of baler/conveyor system. Remove the existing used
horizontal baler. 2. Contractor is responsible to ensure power supply
to new baler and conveyor location in new facility is adequate for
equipment operation. This will include 3-phase and 110 volts for the
conveyor feed assembly. Scope includes connecting all components
together on baler and conveyor to operate as a single system.
Contractor will verify specifications per Marathon Equipment Company
supplied drawing for conveyor and baler operation. Contractor will
review building plans to ensure location and positioning of equipment
(including conveyor pit) will function in designed facility prior to

OTHER: 1. Quote must include freight from factory to Fairchild AFB,. 2.
Quote must include training FAFB, personnel on safe operation. Also
provide Operation and Service Manual for new baler. 3. Quote should
include the following price breakdown: (1) Price of new baler. (2)
Trade-in allowance on existing used, in very good condition, left-hand
eject Marathon side eject horizontal baler; model: SE-504242-830
Serial # 83014. (3) Installation fees. (4) Cost for relocation of
conveyor to new building. (5) Include any significant cost or fees
associated with this project. 4. Quote should include all warranty
information concerning this project. The provision at FAR 52.212-1,
Instructions to offerors-commercial items (April 98) applies to this
acquisition. The provision at FAR 52.212-3, Offeror Representations and
Certifications (Jan 97) applies to this acquisition. A completed copy
of this provision shall be submitted with any quotation. The clause at

52.212-2, Evaluation-Commercial Items (Oct 97) applies to this
acquisition; the Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government based on the
following factors listed in order of importance: 1. Purchase price of
new baler. 2. Trade-in allowance of old baler. 3. Length of time
required for fabrication, delivery, and installation of items. Offers
