a Design Build procurement to obtain facilities to support the mission
of a Navy Explosive Ordnance Mobile Unit. The demolition, design,
engineering of this project shall satisfy the project intent and phased
to the User's convenience. Work includes project structures, building
systems, equipment, finishes, fixtures, all necessary utility services
and improvements. There are several parts to the project: demolition
and remodel of existing buildings, construction of a two story water
front operations building, vehicle and boat maintenance building, food
preparation/walk in freezer facility, concrete pier with jib crane,
wood floating pier, boat ramp, gasoline and oil storage facility, quay
wall modifications and site improvements at Naval Amphibious Base,
Coronado, California, complete and ready for use. -- The contract is to
be awarded to the responsible offeror who submits the proposal that is
considered most advantageous to the Government. -- Evaluation factors
are (1) Past Performance,(2) Technical/Management/Ability of
Design-Build Team, and (3) Price; approximately equal in weight. The
technical factors Past Performance and Technical/Management/Ability of
Design-Build Team when taken together are more important than Price.
Within the "Past Performance" factor, are the following subfactors
listed in descending order of importance (1A) Performance On Previous
Contracts, (1B) Experience in Comparable Projects, (1C) Subcontracting
Effort, (1D) Awards, Certifications Of Design-Build Team. Within the
Technical/Management/Ability of Design Build Team factor, there are
factors which are considered of equal importance of each other (2A)
Experience and Qualifications of Key Personnel, (2B) Cost Saving
Measures and what cost impact it will have, and (2C) Schedule. A site
visit and a preproposal conference are scheduled for 22 April 1998. --
Details will be provided in the Instructions to Proposers in the
solicitation. -- The estimated cost is between $6,000,000 and
$10,000,000. Firm Fixed Price Construction Contract -- Contract
duration is 650 days. -- Offers will be considered from all responsible
sources. -- This project is unrestricted. -- The standard Industrial
Code is 1542 and the annual size standard is $17 million. -- Plans and
specs for this project will be available and issued at no cost on
CD-ROM media and over the Internet at address
http://ebsswd.wes.army.mil as an Electronic Bid Set (EBS). The response
time required by FAR 5 203 will begin on the date of issuance of the
EBS solicitation. -- Solicitation packages may be acquired by
registration at the Internet address listed above OR -- solicitation
packages may be acquired from Plan Issue by mail or in person. -- Plans
and Specs will not be mailed to firms within a 20 mile radius of the
issuing office. -- Requests for the solicitation package must be in
