Pamela K. Collins The Health Care Financing Administration (HCFA)
intends to procure, under full and open competition, the maintenance of
the Fiscal Intermediary Standard System (FISS) bills processing
software. This software processes all of the nationally generated
Medicare bills for beneficiaries who received services from a variety
of inpatient hospitals, outpatient facilities, and institutional
facilities including skilled nursing facilities, home health agencies
and hospice care. The current volume of Medicare Fiscal Intermediary
bills is expected to exceed 163.6 million bills in fiscal year 1998.
The recipient of this award is responsible for ensuring that all
Medicare Fiscal Intermediary program changes are programmed in
accordance with Medicare regulations and requirements in the key areas
of: 1) data collection and validation, 2) bills control, 3) pricing,
4) adjudication, 5) correspondence, 6) reporting, 7) reimbursement and
8) financial processing. Duties include: 1) data and computer software
mapping, 2) coding and implementing Medicare operational and policy
determinations/enhancements, 3) writing and testing Fiscal Intermediary
bills processing software, 4) writing and maintaining systems
documentation 5) providing help desk and Change Control Board (CCB)
activities, 6) ensuring the computer software remains millennium
compliant, and 7) supporting Medicare Fiscal Intermediary high volume
processing. Since the success of this procurement has such a national
impact on the Medicare Program and its beneficiaries, offerors need to
demonstrate their ability to handle a voluminous workload with the
highest degree of accuracy, quality, and timeliness. A one base year
with 4 option years contract is anticipated. All requests for this
solicitation must be submitted in writing. For reporting purposes only,
