Barbosa, 210-652-5111, Contracting Officer This synopsis serves as notification to readvertise the Non-Appropriated Funded (NAF) requirements for Commercial Travel Office (CTO) requirement initially advertised under Solicitation F41691-97-R0037. The Performance Work Statement (PWS) under Solicitation F4169198R0018 will only incorporate the NAF (NAFI Official and Leisure) portion of the initial requirement. The Appropriated (Official) portion of the requirement remains under Solicitation F41691-97-R0037. The leisure portion of the solicitation will not be set-aside for a Small Business. The PWS for Solicitation F41691-97-R0037 has been revised as follows: (a) Deleted the Appropriated (Official) Funded requirement; and (b) deleted the leisure in conjunction with official (LICWO) requirement. Solicitation will be issued in approximately one (1) week. Closing date for receipt of proposals for Solicitation F4169198R0018 shall be two (2) weeks from date of solicitation issuance. Those offerors currently on the offerors' list will remain on the offerors' list. Any other party requesting to be added to the offerors' list shall submit their request by fax to (210) 652-5135/2759 to the attention of Ms. Connie Massenburg, Contract Administrator, or submit an e-mail request to massenburgc@rndgate1.aetc.af.mil by 26 Mar 98. Request should identify the point of contact, business size; telephone/fax number and e-mail address. The government will not pay for any information or inquiry in response to this notice. Offerors for this solicitation are also referenced to website http://www-contracting.aetc.af. mil/cgi-bin/services?contract=F4169197R0037, Solicitation No.F41691-97-R0037, for review of previously addressed issues. Neither an additional site visit nor a second preproposal conference will be held. CONTRACT PERIODS: Two-year basic period with three 12 or one to two 6-month option periods. The government will evaluate offers for all option quantities or periods contained in the solicitation in awarding the basic contract. DESCRIPTION: Commercial Travel Services. Contractor(s) to provide all personnel, equipment, materials, supervision and other items or services necessary to perform the management and operation of the commercial travel offices located at Randolph AFB, TX; Brooks AFB, TX, Lackland AFB, TX, Goodfellow AFB, TX, Kelly AFB, TX and Laughlin AFB, TX for non-appropriated funded organizations. The total estimated dollar volume for non-appropriated funded travel is $9.2M. The non-appropriated portion consists of official and leisure travel services and does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. The non-appropriated section of the solicitation does not involve federal tax dollars. Each travelservice includes domestic and international travel services. Contractor shall provide: (A) Domestic travel consisting of the following: 1) Scheduled, commuter and charter airline tickets, 2) Bus tickets, 3)Train tickets, 4)Ship tickets to include cruises, fishing/party boat charters and ferries, 5) Hotel, motel reservations, 6) Car, motor-home and other vehicle rental arrangements in conjunction with other leisure travel arrangements, 7) Complete package and custom tailored tours/vacations of all types 8) Travel insurance, 9) 24-hour year-round toll-free telephone service; and, (B) International services consisting of the following: 1)Visa/passport information, 2) All airline tickets of regularly scheduled carriers, 3) Eurail pass tickets, 4) Britrail tickets, 5) Regularly scheduled passenger ships, 6) Hotel reservations -- all continents, 7) Charter flights, 8) Complete tour vacation packages including car rental, 9) International drivers license information, and 10) Travel insurance.
