market research and explore the competitive environment for the repair
of USAF & Navy guidance and navigation systems previously privatized
under contract F42630-95-D-0686 on 15 Dec 95 to Boeing North American,
Inc. This contract privatized most of the navigation and guidance
systems workloads of the former Aerospace Guidance and Metrology Center
at Newark AFB, OH and will be available on the Internet at:
http://farsite.hill.af.mil/rfpso/icbm/guidenav/guidenav.htm. The
contract term of any new effort will not exceed 15 years. The USAF is
conducting market research to determine if industry has a means/method
readily available to satisfy this government requirement. It is the
intent of the government to use information from this synopsis to
assist in developing a market analysis for determining the acquisition
strategy for these ongoing workloads. Workloads include a multitude of
inertial navigation systems used in the USAF and FMS aircraft
inventory, the Advanced CruiseMissile (ACM) Inertial Navigation Unit
(INU)/sensor the Navy Dual Miniature Inertial Navigation System
(DMINS), the Minuteman III and Peacekeeper intercontinental ballistic
missile (ICBM) guidance systems, and other electronic equipment for
Inter-service requirements. The Standard Industrial Classification code
for this effort is 3812. Following are examples of the current
workload: F-5 DG 19005-1C, F-4 DG 2171AB, E-3/T-43 DG 2171AB1,
A-10/C-141 DG 7901A, B-52 DG 7901-G2, F-15 DG CN-1375, B-1B DG
B-1/INU/Modules, F15/F16/C-130/A-10/F-4/MH-53/MH/N-60/F-117 RLG, ACM
INU/Sensor, ACM NCS, C-5/C-141/KC-135 Carousel IVE, F-117 MAXI-GEANS
IMU, B-52 SPN/GEANS IMU, A-10/F-16 LN-39 INU, Peacekeeper guidance
system, Peacekeeper spare components, MMIII guidance system, MMIII
spare components, F-16 SKN-2416, ATS ADINTS, Ships DMINS, and
associated shipping containers. Estimated annual repair quantities of
navigation/guidance systems follow: Aircraft 5,137, ICBM 425, Navy 60
and ACM TBD. A complete listing of the projected workload and
anticipated repair rates will be included in any resultant RFP. Work is
currently performed at facilities leased from the Central Ohio
Aerospace Technical Center (COATC) in Heath, OH. The COATC facility has
capacity for additional workloads. The government prefers to award a
single contract for the performance of all repair functions. However,
other options will be considered providing all repair workloads are
covered and this action is in the best interest of the government. The
government is contemplating a multiple year contract. It is
anticipated that this will be awarded with full and open competition
using source selection procedures. To perform the workload any
interested source must possess or make available the following
resources or expertise: (1) Previous design/repair/production
experience with ICBM guidance system, aircraft inertial navigation
systems, and ACM guidance and navigation systems. (2) Ability to
analyze and use specifications and equipment developed by several
vendors. (3) Ability to adequately staff to perform the requirements.
Offerors who do not meet the above criteria should carefully consider
whether to expend the resources necessary to participate in this
procurement. Transition and relocation costs, if applicable, will be
evaluated. All repairs must be accomplished with equipment available at
the current facility and/or provided by the prospective interested
party. Should a contract be awarded, the government will release "as
is" the existing data package and available government furnished
property (GFP) associated with repair. The data will not be certified
as sufficient to guarantee performance. Detailed process instructions
are not available for the entire repair process. The aircraft workload
is contractor furnished materials, at the interested parties risk,
with specific government furnished materials (GFM) exceptions which
will be identified in any resultant RFP. The ICBM workload is GFM. The
successful offeror for this workload shall: (1) Receive, repair, test,
modify, package, and ship repaired end items. (2) Maintain and
calibrate all support equipment. (3) Provide parts, materials and
consumables to perform the required repairs. (4) Provide all software
support. (5) Provide all engineering support. (6) Form associate
contracting agreements with the Original Equipment Manufactures (OEM)
for access to required data, some of which may be proprietary. (7)
Provide technical expertise instead of receiving detailed process
instructions. (8) Maintain repair production at specified level to
ensure uninterrupted supply to the government. (9) Obtain and store
parts that meet all performance, reliability, nuclear survivability
hardness and other configuration control requirements for weapon
systems and support equipment. (10) Have the capability to manufacture,
procure, and/or reverse engineer obsolete parts, low usage items, and
other parts specified by the government. (11) Store equipment in a
secure area so as to provide protection against damage, pilferage, or
loss of equipment. Some classified storage is required. (12) Perform
software maintenance, provide data base administration and maintain
interfaces of data systems, to include existing government systems such
as G009, and REMIS. (13) Maintain operational certification of guidance
systems following Director of Nuclear Surety approved procedures and
directives (ICBM only). (14) Perform closed loop failure analysis, and
take corrective action to gather and analyze reliability,
maintainability, availability and system performance data (ICBM only)
(15) Have a personal reliability program (ICBM only). A facility
security clearance will be required. Personnel security clearance
requirements range from Unclassified to Top Secret. Foreign source
participation of the ICBM guidance unit or subassemblies is not
authorized. Foreign source participation on ACM systems is also not
authorized. The USAF requests responses from interested offerors who
may wish to participate in this acquisition. Responses should contain
the following:(1) A statement of interest. (2) Past performance data
for the last three years listing: title, contract number, system(s)
repaired; the name of the company or contracting agency; period of
performance; value of the contract; type of contract (e.g. fixed price
or cost reimbursement); noted accomplishments; describe relevance of
the contract to this effort; and a point of contact to include address
and phone number. (3) A discussion of what contract terms and
conditions, to include contract length, would be appropriate or
inappropriate. (4) A description of the potential offeror's relevant
experience. (5) A description of the company's quality controls and
certification in industry standards. (6) A brief narrative of how you
would transition this workload from the incumbent contractor while
maintaining a seamless flow of repaired assets to the customer. Written
notification of interest should be limited to 25 pages and be submitted
within 20 days after publication of this notice to: OO-ALC/PKMT, 6038
Aspen Ave., Hill Air Force Base, UT 84056-5805, Attn: Mr. Keith Gibby,
Contracting Officer. The government does not intend to contract based
on this request and will not pay for the information requested. The
government may schedule discussions with interested parties, to discuss
the best approach for this effort. Discussions are anticipated to be
held within 45 days from the date of publication of this announcement.
