TO PROVIDE VARIOUS CONSTRUCTION SERVICES AT THE UNITED STATES NAVAL

Barbara Jean Palmer DESC: The Resident Officer in Charge of
Construction is soliciting proposals for multiple award contracts to
provide VARIOUS construction services at the U. S. Naval Academy.
Projects may include new construction, routine renovation and repair of
facilities including administrative office spaces, family housing
units, warehouses, laboratories, classrooms and industrial facilities.
Projects may also include asbestos removal, equipment installation,
and repair or replacement of mechanical and electrical systems. This
procurement will result in the award of multiple Indefinite
Delivery/Indefinite Quantity contracts with a performance period of one
base year and one option period. Throughout the term of this contract,
Task Orders will be issued on a competitive or sole source basis to
the awardees of this solicitation, at the Government's option. Task
order minimum and maximum limits are $2,500.00 and $1,000,000.00
respectively. Each contract minimum guarantee is $50,000.00 for the
base contract period, and $50,000.00 for the option period. The maximum
contract value, encompassing all contracts awarded shall not exceed $4
Million for each contract period. This solicitation includes a "seed
project" for Window Installation, Ricketts Hall, USNA. The estimated
cost range for the "seed project" is between $250,000.00 and
$500,000.00. This "seed project" includes the removal of existing
windows and installation of approximately 157 new windows, 6 louvers,
and incidental related work. The "seed project" will be awarded as the
first Task Order to the offeror whose proposal represents the best
overall value to the government (i.e., the firm ranked number one
overall). Contracts will be awarded using competitive negotiation
precedures requiring the submission of technical proposals. Award(s)
will be made considering such evaluation criteria as cost/price, past
performance and the following technical/management factors: relevant
experience, management plan (on/off site), subcontractor management
capabilities, and financial capacity. The solicitation will be issued
on or about 25 March 1998. The projected date for receipt of proposals
is 28 April 1998. A site visit and pre-proposal conference will be
held on 08 April 1998 at 0900. The solicitation contains specific
details regarding the scheduled site visit. The SIC Code for this
solicitation is 1542 and the Small Business Size Standard is $17M. This
solicitation is UNRESTRICTED, all responsible sources may submit a
proposal. There is a non-refundable charge of $23.00 for this
solicitation payable by check or money order made out to the "Treasurer
