States Agency for International Development's Regional Economic
Development Services Offices for East and Southern Africa (REDSO/ESA),
anticipates the award of a delivery and sustainability of key
interventions in family planning/reproductive health, child
survival/nutrition and HIV/AIDS prevention contract. USAID/Madagascar
through the Regional Contracting Officer in Nairobi, REDSO/ESA, is
soliciting proposals from responsible entities to improve delivery and
sustainability of key interventions in family planning/reproductive
health, child survival/nutrition and HIV/AIDS prevention, and to
improve community involvement and use of these programs.
USAID/Madagascar plans to award a four (4) year Performance Based
Contract to achieve the Strategic Objective #2: Smaller, Healthier
Families. The purpose of this Offer is to obtain technical services to
help the Mission, particularly the Office of Health, Population, and
Nutrition (HPN) team and its program partners meet defined performance
measures necessary to achievement of SO#2. The contract will focus on
strengthening technical and management systems and building capacities
of key public and private sector organizations to provide high quality
family planning/reproductive health, child survival/nutrition, and
HIV/AIDS-STI awareness, prevention, and syndromic treatment services in
Madagascar. The USAID SO#2 team, with the support of the
services/commodities offered under this contract, expects to achieve
results on a national level by promoting appropriate policies,
strengthening critical systems and institutions, and delivering
priority childhood immunizations and contraceptive commodities.
Behavioral change at the family and community level is to be achieved
through more intensive, integrated approaches to service delivery in
specific geographic regions where USAID is concentrating its efforts.
The services/commodities required are expected to include but not be
necessarily limited to: short- and long-term technical assistance (TA);
support to/provision of non-academic US-based, in-country, and
third-country workshops, conferences, training, and observation tours;
development and dissemination of media for behavioral change and other
communications; harmonization of data collected by partners, including
USAID s cooperative agreements and grants (including those of Global
Field Support Partners) for USAID s reporting needs; improvement and
unification, at least on a pilot basis, of various commodity
distribution systems; administration and management of a Small Grants
Fund; provision of necessary equipment and non-contraceptive
commodities to complement the Small Grants Fund and other systems
support activities; and facilitation of coordination between all USAID
partners. This will be a performance- based contract with cost
reimbursement plus annual award fee based on performance. USAID
encourages the participation to the maximum extend possible of small
businesses in this activity. The RFP issuance date is expected to be no
earlier than 15 days following publication of this notice. Proposals
will be due approximately 60 days after RFP issuance. The preferred
