German, (202) 307-0613 The Office of Justice Programs intends to award a sole source purchase order to Professional Services, Incorporated, 11921 Freedom Drive, # 500, Reston, Virginia, 22090, to provide enhancements to a Survey Desktop Computer Software Package. The Bureau of Justice Statistics (BJS) has been developing a computer software program that will assist localities in collecting information on crime and its impact on the locality. This Windows 95/Windows NT software currently implements the National Crime Victimization Survey and allows the user to modify, add and delete questions as needed. Professional Services Corporation (PSI) has collaborated with BJS on the initial design and implementation of the Survey Desktop software. PSI has brought unique characteristics and knowledge of the use of software technology to bear on their construction of the initial implementation of the Survey Desktop software. BJS anticipates a period of field testing within the next several months that will produce data from the currentsoftware package. During this field test, in order to be able to quickly evaluate and incorporate technical enhancements to the software that the field test discovers, it is critical that the company be able to rapidly incorporate the anticipated features. Since time is an important factor in conducting the field test, it is critical that the company providing these enhanced features be familiar with the current software code in the Survey Desktop package. PSI's familiarity with the software code will allow BJS to be able to meet these tight deadlines during the anticipated field test. This purchase order will be negotiated under the authority of 41 U.S.C. 252(c)(1) -- Only One Responsible Source With Unique Capabilities. This purchase Order supplements contract number OJP-97-C-005 between Professional Services, Incorporated and the Office of Justice Programs, Bureau of Justice Statistics for the development of a telephone survey software package. As a result, the enhancements must be consistent with the current software package. This in not a request for quotations. Any interested firms may submit their technical capabilities. (0077)
