support of U. S. Army Reserve Facilities throughout New England that
will provide for the capability to issue a series of task orders not to
exceed %150,000 each and the total contract is not to exceed $500,000
in one calendar year. At the option of the Government, this contract
may be extended for two additional one-year periods. This announcement
is open to all businesses regardless of size. Different engineering
assignments at various facilities in New England which could include
various design and/or construction related services requiring licensed
design professionals in the civil, mechanical, electrical, structural,
and architectural disciplines. General Selection criteria is given in
Note 24. Specialized Selection criteria for this contract, in
descending order of importance, are: a. The firm must have on its staff
or provide through a consultant(s), professional engineers with
demonstrated expertise in all those disciplies listed above. The firm
must also have staff with professional registration in all six New
England states. Firms not demonstrating these requirements will be
disqualified from further consideration. b. The firm must have
experience in the design/renovation of buildings/building systems. c.
The firm must be able to perfrm MCACES cost estimates. d. Firms should
have capability to provde all deliverables in AutoCADD release 13,
electronic digital format. The Government will only accept this format,
without conversion or reformatting, in the target CADD software format
and on the target platform specified herein. The target platform is a
PC workstation, with a Windows 95/NT operating system. e. Firm must
demonstrate experience using metric units in design. See Note 24 for
general submission requirements. Interested firms having the
capabilities to perform this work must submit two copies of Standard
Form (SF) 255 (11/92 edition) and two copies of SF 254 (11/92 edition)
to the above address not later than the close of business on the 30th
day after the date of this announcement. Two copies of SF 254 are also
required for each proposed consultant. (It should be noted that SF
255's are not required from proposed consultants). If the 30th day is
a Saturday, Sunday, or Federal holiday, the deadline is the close of
business of the next business day. Include ACASS number in Section 3 of
the SF 255. Call the ACASS Center at 503-808-4591 to obtain a number.
In Section 10 of the SF 255, describe the firm's overall design quality
management plan, including management approach, coordination of
disciplines and subcontracts, and quality control procedures which must
includ an independent technical review. Solicitation packages are not
