Health has a requirement to provide for the continued operation of a
large and complex project for: 1) the collection of new cell samples,
the establishment and characterization of permanent cell lines from
these samples, and the maintenance and distribution of both newly
established cell lines and cell lines already in the Repository's
collection; 2) The preparation, storage, and distribution of purified,
high-quality DNA samples from selected cell lines in the Repository;
3) The maintenance of a comprehensive computerized database providing
detailed information on each cell line and DNA sample, and the
provision of a Web-based electronic catalog that continues, at a
minimum, to list cell lines and DNA samples and as much information
about them in as easily accessible a form as is currently available;
and 4) The publicizing of the Repository's collections through
distribution of information by a variety of means, publication of
descriptions of the collections in relevant journals, paid
advertisements, and other activities. In addition to other
qualifications, the successful offeror must have: 1) expertise in
establishing, growing, and storing human fibroblast and lymphoblast
cell lines and rodent-human somatic cell; 2) ability to characterize
and distribute these cell lines; 3) ability to obtain samples from
investigators and clinical documentation about the cell lines; and 4)
ability to prepare, store, and distribute high quality DNA samples from
cell lines. It is anticipated that a cost-reimbursement contract will
be awarded for a five year period. The contract requires: 1) the
maintenance of 4,000 cells per year and the acquisition of 600 cells
with options for additional quantities to total 1,000 cell acquisitions
per year, and 2) the preparation of approximately 200 to 800 DNA
samples each year. All responsible sources may submit a proposal which
