(USAID) is contemplating the award of a five (5) year Indefinite
Delivery contract with a Cost-Plus-Fixed-Fee pricing arrangement in
bank supervision. USAID requests proposals from private firms,
universities or PVO's to implement this performance-based, results
oriented activity, in which proposals will be reviewed, award made, and
implementation monitored based upon the Contractor's success at
planning for and delivering the specified results in the substantive
areas of the project. These will include technical assistance --
advisory services and training -- to support the institutional
development of bank regulatory authorities in Central and Eastern
Europe (CEE) and the New Independent States (NIS) in order to
strengthen their capacity to monitor the banking sector and to manage
and reduce systemic risk. The focus of the technical assistance will be
on developing the full range of components necessary to undertake
integrated, risk-based supervision, including, but not limited to: the
legal and regulatory framework relating to the banking sector, on-site
examination policies and procedures, regulatory reporting, off-site
analysis, early warning and bank rating systems, problem bank
resolution, enforcement tools and responses, and deposit insurance.
Work under this 5-year contract will be limited to countries in CEE and
the NIS. All questions related to this notice and requests for a copy
of the RFP must be addressed in writing, by fax or by internet, to the
contracting officer at the address stated above. Specify the RFP
requested, and include your complete firm name, street address, phone
and fax no. and the method of distribution which you prefer (internet,
disk or paper copy). No telephone requests will be honored. The
issuance date of the RFP is expected to be approximately March 15,
1998. The closing date for submission of the proposals, to be specified
in the RFP, will be approximately thirty (30) days thereafter. The
preferred method ofdistribution of USAID procurement information is
primarily via the internet or secondarily by request of a solicitation
on a 3.5" floppy disk (Wordperfect 5.1/5.2 format). Only in instances
where internet access or utilization of diskettes are not possible
will a hard copy of the RFP be distributed upon request. This CBD
