is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number
RFQ-008-4384-98 is issued as a request for quotation. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-03. FAR 52.219-6, Notice of
Total Small Business Set Aside is applicable to this acquisition. The
standard industrial classification code is 3523. The small business
size standard is 500 employees. Delivery of item will be to USDA, ARS,
Coastal Plains Experiment Station, duTifton GA. Any
interested/qualified sources who can provide the item above must
respond by April 15, 1998. Quotations should be addressed to
USDA.ARS.Area Contracting Office, POB 5677, 950 College Station Rd,
Athens, GA 30605. Attn: Elaine Wood. Show RFQ number on outside of
envelope. Descriptive literature showing the quoted cotton picker meets
all specifications included herein must accompany the quotation.
Delivery time and delivery costs must be included. Acceptance shall be
made at destination.The government will award a contract resulting
from this solicitation to the responsive/responsible offeror whose
offer conforms to the solicitation and is most price advantageous to
the government. Offerors shall include a completed copy of the
provision at FAR 52.212-3, Offeror/Representations and
Certifications-Commercial Items with its quotation.This may be copied

52.222-36, 52.222-37; 52.225-3; 52.239-1. SPECIFICATIONS FOR ONE
RECONDITIONED,TWO-ROW, HIGH DRUM,SELF-PROPELLED COTTON PICKER TO BE IN
FIELD READY CONDITION: 1.Cane and rice drive wheel tires, suitable for
operation on wet and/or sandy soils; 2.Operator's cab with pressurizer,
heater and air conditioner; 3.less than 2500 hours; 4.Wide steering
axle, with two rear steering tires to allow operation on wet and/or
sandy soils; 5.Mud shield and scrapers; 6.Electric starting kit;
7.Halogen-like field lamp kit; 8.Tether-like greasing system; 9.AM-FM
radio; 10.Air system monitor; 11.Basket compactor; 12.Rebuilt picker
units with original manufacturer parts; 13.New flexible picker air
hoses from picker units; 14.Hydrostatic transmission; 15.Offeror's
certification that picker is infield ready condition.The contractor
shall extend to the Government the full coverage of any standard
commercial warranty normally offered in a similar commercial sale,
provided such warranty is available at no additional cost to the
Government. Acceptance of the standard commercial warranty does not
waive the Government's rights under the Inspection clause nor does it
limit the Government's rights with regard to the other terms and
conditions of this contract. In the event of a conflict, the terms and
conditions of the contract shall take precedence over the standard
commercial warranty. The contractor shall provide a copy of its
standard commercial warranty (if applicable) with its response.
