Aviation and Missile Command is proposing to acquire software
engineering and related support for the Comanche Portable Cockpit (CPC)
simultor device during the April 1-4 Army Aviation Association of on in
Charlotte, North Carolina. The CPC will be integrated with the
Battlespace Integrated Concept Emulation prototype (BICEP). The systems
will interoperate on a synthetic battlefield within a pre-scripted
tactical scenario that was used in the Division Advanced Warfighting
Experience (DAWE) at Fort Hood, Texas. The intergrated will begin March
30, 1998. The period of performance for this effort is the date the
contract is awarded through April 5, 1998. AMCOM anticipates award of
a Firm Fixed Price Purchase Order to Boeing Sikorsky Comanche Team.
Justification and Authority is 10 U.S.C. 2304 (1). This proposed
contract action is for services which cannot be procured through full
and open competition because the authority states only one responsible
source and no other supplies or services will satisfy agency
requirements, FAR 6.302-1. Firms that recognize and can produce the
required services described above are encouraged to identify themselves
to the Contracting Officer and provide supporting evidence to the
Contracting Officer which will permit their participation in the
current or future solicitation. All responsible sources may submit a
