to solicit for a fixed rate, indefinite delivery/indefinite quantity
contract for provision of dispute resolution services such as
facilitation, mediation, arbitration and early neutral evaluation. The
purpose of this CBD announcement is to notify potential offerors of
EPA's requirement, generate the bidder's list and to direct interested
parties to the EPA's web site for further information as it becomes
available. The objective of this procurement is to obtain contractor
support services in convening, facilitating or mediating and evaluating
regulatory negotiations, policy dialogues, workshops and other dispute
resolution and collaborative problem solving processes. In addition,
contractor support will include conducting alternative dispute
resolution proceeding (for instance mediation, early neutral
evaluation, mini-trials, arbitration) for site or facility specific
cases such as enforcement, compliance, siting remediation and
permitting disputes. Dispute resolution services for other types of
case specific disputes that may be covered by EPA's ADR Policy such as
workplace disputes and grants and assistance agreement disputes may
also be provided by this contract. The contract will also provide
training of government employees and outside parties involved in
disputes or environmental issues with EPA in negotiation skills,
collaborative problem solving, facilitation, mediation, arbitration and
other alternative dispute resolution proceedings. In addition, the
procurement will provide expertise needed to provide ADR tracking
systems and conduct evaluations of disputes, use of ADR, case studies
and assistance in writing program resource materials. This procurement
has a full and open competition designation. The proposed contract
will have a total period of performance of 60 months, to include a
twenty four (24) month base period, one twenty four (24) month option
period and one twelve (12) month option period. The proposed contract
will contain an estimated 234,000 direct labor hours. All parties
interested in requesting a copy of the solicitation should submit their

The Request for Proposal (RFP), amendments and other related items will
be posted on the Internet and can be easily downloaded from the

advised to monitor this website for further information on this
procurement as it becomes available. Currently, no information is
available. Interested parties must forward requests to be placed on the
bidders list to the mailing address below via E-mail. A copy of the
bidder's list will be issued to all prospective offerors as an
attachment to the solicitation. If Internet capability is unavailable,
interested parties must submit written verification stating such to
Rodney Magee so that hard copies of the solicitation may be provided.
Only one copy of the solicitation will shall issued to a corporate
entity, regardless of the number of requests from one or more different
