Cromer, Contracting Officer, USAID/Indonesia, Tel: 62-21-3442211, Ext: 2306 or Fax: 62-21-3806694 The United States Agency for International Development (USAID/Indonesia), in cooperation with the Government of Indonesia's State Ministry for National Development Planning, is seeking proposals from qualified U.S. firms/organizations interested in implementing the Partnership for Economic Growth (PEG) Program. It is anticipated that the PEG Solicitation will be available in hard copy and on the internet by March 30, 1998. After the RFP has been issued, a Bidders' Conference will be conducted in Washington, D.C. Details regarding the Bidders' Conference will be provided in the RFP. The proposed Partnership for Economic Growth contract will form the core of USAID/Indonesia's economic growth program for the next three to five years. The contract will consist of two parts: a technical assistance component (PEG-TA) and a grants component (PEG-G). The goal of PEG-TA is to help Indonesia resume and strengthen its economic growth by dealing with key causes and effects of the current economic crisis, and to strengthen economic policies and practices associated with increased openness to international trade and improved domestic economic competition. USAID will support long- and short-term advisors in a series of government institutions which are critical to economic policy formulation and execution. PEG-G will make linkage grants between U.S. and Indonesian institutions (e.g., think tanks, economic research organizations, universities, and government bodies) which focus on economic research and policy development. The goal is to provide a strengthened rationale, through quality research and development work, for: policy improvements associated with the current crisis, greater openness to international trade and improved domestic economic competition. Under PEG-G, the contractor will solicit new grant applications, review and recommend grant applications, negotiate and execute approved grants, and administer the grants for award. The contract will cover a three-year base period. The base contract will cover technical assistance over a two-year period and management of the grants program over a three-year period. Options may be exercised by USAID extending both components of the program up to a maximum of five years subject to satisfactory execution of the overall program by the Contractor and availability of funds. USAID intends to award a Cost Plus Fixed Fee for the technical assistance component and a Cost Plus Award Fee for the grant management component. USAID/Indonesia encourages the participation of small business concerns and disadvantaged enterprises in this project in accordance with FAR Part 19 (48 CFR Chapter 1) and AIDAR Part 726 (48 CFR Chapter 7).
