bars@lanl.gov. EXPRESSION OF INTEREST: The Waste Management Group at
the Los Alamos National Laboratory requests qualified vendors to submit
budgetary cost proposals for treating the following Mixed Low Level
Waste Streams: 1) Approximately 5,000 kilograms of lithium hydride
scrap and associated debris (cloth rags, steel, aluminum, graphite and
plastic). The lithium hydride is contaminated with depleted uranium
and may contain up to 70% depleted uranium by volume. The waste is
contained in forty-nine steel drums. The applicable EPA hazardous waste
code assigned to this waste stream is D003. 2) Approximately 512 cubic
feet of general building debris contaminated with mercury from
flourescent bulbs. The debris consists of wood, plastic, paper, rubber,
rags, glass, concrete and light bulbs. The debris is contaminated with
plutonium-239 at levels less than 1 picocurie per gram. The waste is
contained in four sift-proof wooden boxes. The applicable EPA hazardous
waste code assigned to this waste stream is D009 (low mercury). The
treatment must be performed at a RCRA Part B permitted facility which
is also licensed (by the Nuclear Regulatory Commission or appropriate
Agreement State) to receive, store and treat radioactive materials. All
respondents MUST submit copies of valid permits/licenses WITH
proposals. This work may NOT be performed under the Treatability
Studies Exception in 40 CFR 261.4 or under a Research, Development, and
Demonstration Permit. At the conclusion of treatment, an analysis of
treated wastes is required to demonstrate that all applicable treatment
standards (under 40 CFR 268)have been met. In addition, a written
certification from the facility stating that the waste meets Land
Disposal Restrictions standards will be required. All residual waste
will be shipped back to the Los Alamos National Laboratory. The
facility must be able to receive both waste streams prior to April 30,
1998 Only those who qualify are asked to provide company name,
address, contact name, phone and fax numbers to receive the RFP.
