ARL homepage: the technical metrics, reporting requirements, proposal
preparation and submission instructions, proposal evaluation criteria
and general information pertaining to the Millimeter Wave Targeting and
Imaging Sensor (MWTIS) program. The U.S. Army Research Laboratory (ARL)
is soliciting research proposals for the concept development and
technical design of an active/passive Millimeter Wave Targeting and
Imaging Sensor (MWTIS). The MWTIS program, sponsored by the Defense
Advanced Research Projects Agency (DARPA), will be executed in three
phases: (I) Concept Development, (II) Technical Design, and (III)
Ground & Airborne System Demonstrations. The MWTIS system is intended
to provide detection of stationary tactical vehicles and limited moving
target indication (MTI) capability from a single UAV platform at medium
altitude (2.1-7.6km) and W band (94 GHz) frequencies. Only phase I
(Concept Development) and phase II (Technical Design) are covered under
this BAA amendment announcement. ARL anticipates making two or three
separate awards, with each award covering phase I and an option for
phase II. Phase II option exercise will be subject to a separate
competitive evaluation. The total funding expected to be available for
phase I and II awards is approximately $1.5M and $1.4M respectively.
Offerors should limit phase I proposals to between $500K and $750K. A
separate instrument will cover a 3-year phase III (Ground and Airborne
System Demonstration) effort. The government anticipates that total
funding through FY01 for this program will be about $17M. The technical

copies) submitted under this amendment must be received at ARL by 4:30
