DACW68) The U. S. Army Engineer District, Walla Walla, is seeking to
design, develop, and administer a part-time leadership development
program for ten to twelve Corps of Engineers employees during the basic
year period to begin on or about August 1, 1998 for a one year period,
with 4 one-year optional periods. The selected contractor shall be
responsible for assessing the training needs of the employees, advising
and assisting in the preparation of individual development plans,
facilitating group developmental activities, counseling participants on
their development, scheduling 60-80 hours of lectures, organizing a
mentoring program, overseeing team projects, coordinating site visits,
and maintaining liaison with a Corps of Engineers steering committee
which is responsible for the overall management of the program. Factors
which the Walla Walla District will use in evaluating contractor will
include, in descending order of importance: (1) Program Administrator
-- experience and credentials of the individual identified as the lead
for program implementation. (a) General Experience; (b) Specific
training and sensitivities for coaching/counseling Leadership
Development Program Interns in their individual development and
achievement, dispute resolution and group interaction; (c) Experience
and credentials for managing long term graduate level training programs
for mid-career adults; (d) Experience and credentials for addressing
leadership and management involving Federal agency/Corps of Engineers
Programs. (2) Quality of Proposed Program -- specific merits and
potential of the proposed program to meet Walla Wall District Corps of
Engineers objectives; (a) Effectiveness of design; (b) Innovation; (c)
Proposed lecturers/speakers -- credentials and balance of government,
business, industry and academic representatives; (d) Other training
(readings, tests, software, trips, etc.), (e) Facilities (classroom,
etc), (f) Responsiveness to Walla Walla District Corps of Engineers
objectives. (3) Organization Experience/Capability with similar
programs; (a) Programs administration of long-term graduate level
training for mid-career adults; (b) Involvement in
leadership/management training, (c) Provision of backup person for
Program Administrator. This is not an invitation for bid, but a notice
