for commercial services prepared in accordance with the format in
Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. Solicitation Number
F2660098Q0234 is issued as a Request for Quotation (RFQ). This
procurement is 100% Small Business Set-Aside utilizing the size
standard in FAR 19 under Standard Industrial Classification (SIC) Code
is 7379. This small business size standard is $18 million in average
annual gross revenues for the offeror's last three fiscal years.
Performance Period is 1 April 1998 through 30 September 1998. This
solicitation document, incorporated provisions, and clauses are those
in effect through Federal Acquisition Circular 97-03. There are two
line items included in the solicitation. Offerors will bid on the
following items: Line Item 0001, Assess& Report, Quantity 80
(not-to-exceed), Unit Hours. Line Item 0002, MCSE Technical Services,
Quantity 176 (not-to-exceed), Unit Hours, Total Price. The provision at
FAR 52.212-1 Instructions to Offerors-Commercial Items is incorporated
by reference. Offerors must submit three references for previous
projects showing successful work and related experience. Provision FAR
52.212-2 Evaluation -- Commercial Items is hereby incorporated by
reference. The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The following criteria shall be used to
evaluate offers: price, past performance, and qualifications. Past
performance includes: experience with similar work, overall assessment
given by submitted references, and timeliness of delivery. Offers are
required to include a completed copy of the provision 52.212-3,
Offeror Representation and Certifications -- Commercial Items and
252.212-7000, Offeror Representations and Certifications -- Commercial
Items with their offer (if not available, may be obtained by faxing
request to Eather Stewart). Clause 52.212-4, Contract Terms and
Conditions -- Commercial Items is hereby incorporated by reference.
Clause 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items applies to this
solicitation, specifically, the following cited clauses are applicable:
52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-35, 52.222-36,
52.222-37, 52.222-41, 52.222-42, and 52.222-43. Additional FAR Clauses
that are applicable are 52.232-33 Mandatory Information for Electronic
Funds Transfer Payment and 52.232-34 Optional Information for transfer
Payment, 52.232-18 Availability of Funds, 52.246-4 Inspection of
Services -- Fixed Price. In order to be considered responsive, offerors
must certify in writing that their quotation meets all requirements set
forth in this solicitation. All work shall be in accordance with the
Work Statement: 1.0 SCOPE OF WORK: The contractor shall provide all
personnel, equipment, tools, materials, supervision, and other items
and services necessary to perform Network Technical Services located at
Nellis AFB, Las Vegas NV 89191. 2.0 PLACE OF PERFORMANCE: 99
Communications Squadron (99CS), Information Systems Flight, SCBB, 4375
N. Washington Blvd., Bldg 589, Nellis AFB, NV 89191. 3.0
QUALIFICATIONS: The contractor shall make sure employees have the
following current and valid certifications before starting work under
the contract. The contractor shall hold as a minimum Microsoft
Certified System Engineer (MCSE) certification. The contractor shall
make sure employees have advance knowledge and experience in: Windows
NT Server and Workstation Administration, migrating to Microsoft
Exchange 5.0 and Outlook platform, Microsoft BackOffice Suite products
(Proxy Server, System Management Server, SQL Database Management) and
how to interface with WindowsNT Server and Windows NT Workstation
operating systems. The contractor shall have advance knowledge of
Novell administration, integration of Novell and NT, Help Desk
functions and TCP/IP protocols. 4.0 PHYSICIAL SECURITY: The contractor
shall be responsible for safeguarding all government property provided
for contractor use. At the end of each work period, all government
facilities, equipment and materials shall be secured. 5.0 HOURS OF
OPERATION: The contract manager or alternate shall be available
initially for 80 hours, and thereafter, one day per week (8 hours)
and/or as needed, during normal duty hours between 0700 and 1800 hours,
Monday through Friday. 6.0 DESCRIPTION OF WORK: (1) The contractor
shall analyze and document the current network infrastructure, make
recommendations to 99 CS Information Systems Flight Commander on the
migration initiatives toward a Windows NLT and Exchange environments;
(2) The contractor shall evaluate, analyze, document, and make
recommendation as to how the squadron canimprove the current process
and the current network infrastructure during the initial 80 hours on
site, as it relates to migrating to Windows NT and Exchange
environment; (3) The contractor shall create plans for migrating in
accordance with 99 CS requirements. Provide a detailed report to be
delivered 15 calendar days after award of the contract; (4) The
contractor shall evaluate, analyze, document and make recommendation as
to how we can improve and implement all help desk functions within the
Network Control Center (NCC); (5) The contractor shall conduct a
technical assessment once each week (8 hours), for a period of
performance of 1 Apr 98 to 30 Sep 98 on both the current network
infrastructure and help desk functions; and (6) The contractor shall
provide a verbal and written report of the previous month assessments,
not-later-than the fifth work day of the month. SUBMISSION OF QUOTES:
All quotes shall be submitted no later than 4:30 PM PT on 27 Mar 98.
Facsimile quotes will be accepted but must be followed by an original
signed quotation, FAR Provision 52-215-18, FACSIMILE PROPOSALS (DEC
1989) is incorporated by reference. Late quotations may not be
