The National Institute of Standards and Technology (NIST) has a requirement for services, in collaboration with NIST scientists, to further develop the NIST program in silicon single atomic step height standards. The step height standards are in an advanced state of development. This requirement for services will further improve the performance of the calibrated atomic force microscope for precise measurements of silicon atom steps and will further develop the ultra high vacuum facility at NIST in which silicon single step samples with long range atomic order can be fabricated. The Contractor will be required to interact with NIST scientists on a regular basis. Developing the instrumentation, and obtaining the data required for this contract, requires a person with very broad knowledge of chemistry, surface science, physics, vacuum science, and scanned probe microscopy. NIST intends to enter into a sole source contract with the University of Maryland (UM), College Park, Maryland, under the authority of41 U.S.C. 253(c)(1) -- Only one responsible source, for these services. Personnel of UM have been involved in the development of the instrumentation to measure silicon steps with the calibrated atomic force microscope and have collaborated extensively with NIST scientists on the ultra high vacuum system. UM personnel are uniquely qualified due to their knowledge and familiarity with the requirements of NIST's systems and the ability to fulfill the requirement within the time frame of the project plans. The Government anticipates the award of a cost reimbursement purchase order. The required period of performance is from the effective date of purchase order award through March 1, 1999. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
