Broadcasting Bureau, WORLDNET Television Production Directorate
requires a comprehensive international video newsfeed service. The
newsfeed must include numerous stories made up of coverage of news
events worldwide. Content of the material must be both spot news and
feature, provided as packages and raw footage with natural sound. Live
event coverage and graphics are desirable. Support materials such as
story lists, detailed scripts, on-camera lead-ins, and super
information must be delivered via computer. Frequency of feed must be
at least six times a day, seven days a week, with at least one feed
between the hours of 2:00 AM EST and 6:00 AM EST; one feed between the
hours of 6:00 AM EST and 2:00 PM EST; and one feed between the hours
of 2:00 PM EST and 6:00 PM EST. The feed should be delivered via
fiberoptic line, satellite, or microwave to Washington, D.C. Delivery
system will be decided by Agency. Agency will use the feed material in
any Agency product; therefore, worldwide rights, exclusive of the
United States, are required in perpetuity for use in Agency productions
which are disseminated in the following ways: theatrical and
non-theatrical, commercial and non-commercial, distribution,
exhibition, promotional, radio, television, simulcast, broadcast,
Internet, CD-ROM, closed-circuit TV, cable systems, transmission via
satellite, wireless cable, reproduction rights (in any format and
standard such as VHS, PAL, etc.), excerpting, editing, translation, and
adaptation. Delivery terms and point: Washington, DC. Technical
proposals must include one sample feed from each of the three time
periods specified above (2-6 AM; 6 AM-2PM; 2-6PM). Sample support
material of feed rundowns, scripts, ID super information, and timings
of stories must also be submitted with technical proposal. Contract
performance period: One year from date of award with option to extend
for four (4) additional one-year periods. USIA intends to issue a
commercial acquisition type solicitation document (RFP) for this
negotiated firm-fixed-price procurement by March 1998 with a proposal
response date of April 1998. Qualified international video newsfeed
service firms may request a copy of the RFP/Solicitation by submitting
a written or faxed request (FAX NO. 202-205-5466), to the USIA
Contracting Officer at the above-listed address. All questions
regarding this proposed solicitation must be submitted by fax or in
writing to the USIA Contracting Officer within 10 days after issue date
of the subject RFP. All responsible sources may submit a proposal in
response to the forthcoming solicitation document, and all proposals
