a sole source contract to Ball Aerospace & Technologies Corporation
for the design, development, test, and integration of the Cosmic
Origins Spectograph (COS) instrument scheduled to be aboard the 2002
Hubble Space Telescope (HST) Servicing Mission. The authority for other
than full and open competition is 10 U.S.C. 2304 (c) (1) -- Only One
Responsible Source. NASA Headquarters selected Ball Aerospace to build
the COS instrument, with Dr. James Green, The University of Colorado,
as Principal Investigator, under Announcement of Opportunity (AO)
96-OSS-03. Separate contracts will be awarded to Ball Aerospace and The
University of Colorado. Ball Aerospace is uniquely qualified as the
only source with the experience, facilities, and expertise capable of
performing the design, development, testing, and verification of the
COS Instrument. Ball has had extensive experience in building HST
instruments with axial configuration such as NICMOS, STIS, COSTAR, and
ACS. Ball Aerospace possesses all of the test equipment and facilities
such as the Mechanical Simulator, Optical Bench, and Key Mechanism to
test the proposed instrument. Any other persons desiring consideration
are requested to fully identify their interest and capabilities within
fifteen (15) days of the posted date to the point of contact listed
previously. The Government does not intend to acquire a commercial item
