This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Federal Acquisition Circular 97-03 applies to this acquisition. The National Institute of Standards (NIST) has a requirement for an Equipto mezzanine-rack supported mezzanine and carpet storage rack with a total floor area of approximately 62.5' x 13.5' or 844 square feet and intends to limit competition to only Equipto venders. The modular mezzanine shall be provided as follows: i) model: Generation IV, ii) floor space: approximately 449 square feet, iii) size: 33.25' x 13.5' x 9' 1-5/8" high, iv) capacity: 150 pounds per square foot of evenly distributed load, v) mezzanine modules: total of one (1) model number 481012PG and total of one (1) model number 480404PG, vi) deck height: 9' 1-5/8", vii) clear height: 7'8", viii) safety railing: total of approximately 40 linear feet of 42" high safety railing equipped with top rail, center rail, and bottom kickplate (the total linear footage includes two (2) 72" wide access gates), ix) stairway: total of one (1) stairway equipped with 30" wide open treads, open risers and required safety railing, x) deck material: Equipto oval holed galvanized safety planking, xi) overhang brackets: approximately 45 square feet of floor space will be supported by Equipto overhang brackets that shall be 18" deep. The rack supported mezzanine shall be provided as follows: i) model: Generation II, ii) floor space: total of approximately 96 square feet, iii) size: 99' x 12'0" x 9' 1-5/8" high, iv) capacity: 150 pounds per square foot of evenly distributed load on mezzanine level, v) floor support: shall be supported by four (4) pallet rack uprights that measure 108" high x 48" deep. The lower level shall have three (3) metal decked storage levels with a capacity of 12,400 pounds per level, vi) deck height: 9' 1-5/8", vii) clear height: 9'0" (in center walkway), viii) safety railing: total of approximately 22 linear feet of Generation II, 42" high safety railing equipped with top rail, center rail, and bottom kickplate, and ix) deck material: Equipto oval holed galvanized safety planking. The storage racks shall be provided as follows: i) floor space: total of approximately 240 square feet, ii) a total of two (2) sections of carpet roll storage racks equipped with 5 storage levels that measure 72" wide x 12' deep and have a capacity of 13,184 pounds per level shall be provided, iii) a total of one (1) section of carpet roll storage rack equipped with two (2) storage levels that measure 96" wide x 12" deep and have a capacity of 12,400 pounds per level shall be provided, iv) each level shall be decked with Equipto corrugated metal decking. The mezzanine system and storage rack shall include a total of two (2) Equipto bar rack sections as follows: i) model number: 1062-72-1063, ii) size: 84" high x 72" wide, iii) capacity: 325 pounds per arm, iv) storage levels: total of three (3), each upright with seven (7) arm levels. The mezzanine system and storage rack shall include a total of six (6) sections of Equipto cantilever racks as follows: i) model number: 1055-72, ii) size 12' high x 72" wide x 30" arms, iii) capacity: 2,000 pounds per level, iv) storage levels: total of six (6) storage levels plus the base. The contractor shall deliver and install the required mezzanine system and storage rack at the National Institute of Standards and Technology, Building 301, Room A154, Quince Orchard Road and RT 270, Gaithersburg, MD 20899. NIST will provide all required fork lift services necessary for installation. Delivery and installation shall be completed no later than six (6) weeks after purchase order award. FOB is destination. A site visit has been scheduled for March 19, 1998 at 1:00 pm at the installation address listed above. The required mezzanine system and storage rack will be used to extend NIST=s current mezzanine storage system. Therefore, the system shall be compatible with the existing Equipto GenerationIV mezzanine installed at NIST. The Equipto mezzanine Generation IV is the only know product that is compatible with this NIST's existing system. This notice is not a request for competitive quotations from other manufacturers. However, NIST will consider all capability statements received within 14 days after the posting of this combined synopsis-solicitation. Interested small business concerns may identify their interest and capability by submitting a written capability statement. The capability statement must provide adequate information describing how the they will satisfy the above requirements. If it is determined that a product other than Equipto can satisfy the requirements of this acquisition, NIST will solicit quotations with full and open competition. However, this determination is solely within the discretion of NIST. The provision 52.212-1, Instructions to offerors -- Commercial items, applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, appliesto this acquisition. The clause 52.212-5, Contract Terms and Conditions required To Implement Statues Or Executive Orders-Commercial Items, applies to this acquisition. In compliance with the said clause, the following additional clauses are incorporated as part of and apply to the acquisition: Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.225-3, and 52.225-21, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payments Program, with Alternate I. The provision at 52-212-2, Evaluation-Commercial Items, applies and offers shall be evaluated for fair and reasonable price and technical acceptability. Equipto venders shall submit the following: Quotation which addresses the following contract line item numbers (CLINs): CLIN 0001, Equipto mezzanine, rack supported mezzanine and carpet storage rack, model Generation IV, Qty 1 Lot; CLIN 0002 Equipto bar rack, model number 1062-72-1063, Qty 2 sections; CLIN 0003, Equipto cantilever rack, model number 1055-72, Qty 6 sections; CLIN 0004 installation of CLINS 0001 through 0003, Qty 1 Lot. The vendor shall also submit a technical description and/or product literature of the proposed items, proposed drawings for installation, one copy of the most recent published price list of the proposed items, and one completed copy of the provision at FAR 52.213-3, Offeror Representations and Certifications Commercial Items, which may be downloaded from the NIST external web page, the Internet address is http://www.nist.gov/admin/od/contract/repcert.htm. This requirement is a 100% set-aside for small business concerns with less than 500 employees. See number Note 1. The SIC for this procurement is 5084.
